In keeping with our culture of safety first, the Senior Telecom Specialist is responsible for the life-cycle management (the procurement and administration) of administrative and operational telecommunications network facilities to provide a safe, efficient, and cost-effective air navigation services by ensuring continuous, uninterrupted service to NAV CANADA’s customers.
The Senior Telecom Specialist assists in developing specifications and network design as well as coordinates the implementation of dedicated operational business voice and data telecommunications services. They also participate in National Telecom Team decisions involving major initiatives, national studies, supplier performance reviews, and operating and capital budget submissions.

Key Accountabilities:

  • Provides telecommunications expertise and consulting services for new and existing telecommunications services and systems.
  • Acts as a broker for telecommunications services.
  • Provides recommendations for telecommunications services.
  • Evaluates contractor/supplier proposals and tenders.
  • Prepares and issues contracts for the procurement of telecommunications services and equipment.
  • Manages the consulting, design, acquisition, implementation, and maintenance of new or modified telecommunications needs.
  • Coordinates installation of complex voice/data/cellular telecommunications equipment and services.
  • Maintains a national order tracking system and telecommunications inventory systems.

Job Requirements

Education:

  • Successful completion of post-secondary school or an acceptable combination of education, training and/or experience.

Experience:

  • Experience in the identification, procurement, and installation of telecommunications equipment/services and network configurations.
  • Experience working with users in the provision of advice and guidance on the costs, features, and characteristics of provisioning telecommunications services.
  • Experience in using online billing systems to generate monthly invoices.
  • Experience in coding process for invoice accounts payable.
  • Experience in analysis of telecom invoices and in recommending change in costing plans.

Knowledge:

  • Knowledge of applicable legislation (Telecommunications Act) and regulations (CRTC) is an asset.
  • Knowledge of telecommunications contractual procedures.
  • Knowledge of different carriers’ electronic quoting and ordering systems.
  • Knowledge of telecommunications suppliers.
  • Knowledge of the telecommunications industry technical terms and acronyms.
  • Knowledge of telecommunications technologies, theories, and principles.

Abilities:

  • Ability to research services and to negotiate with suppliers’ product offerings.
  • Ability to work with a variety of Telecommunication Providers in the ordering, delivering, and support of telecom services.
  • Ability to maintain on a continuous basis the Telecom Service Order & Billing Databases and Telecom Email Mailbox.
  • Ability to use Corporate Tools and Systems including WorkDay, iPlan, ServiceNow Microsoft O365 applications, and SharePoint.
  • Ability to read Telecom contracts to identify expected expenditures and validate actual billing.
  • Ability to analyze situations and reports as well as make recommendations.
  • Ability to plan, set priorities, and organize work to meet objectives and deadlines.
  • Ability to communicate orally as well as write in a clear and concise manner.

Working Conditions:

  • Hybrid: This position is based at Ottawa Logistics Centre but is eligible for a flexible work arrangement.
