Job SummaryReporting to the Assistant Vice President CNS Solutions, the Director Surveillance Systems Engineering will have a critical role of determining the future landscape of the National Surveillance systems and technology and aligning business goals with air navigation surveillance innovation. The job will oversee the development and maintenance of the governance framework and methodology including ensuring compliance to Transport Canada and ICAO. The Director collaborates with internal stakeholders including Operations, Program Delivery Group (PDG), Legal and Corporate Services, Stakeholder Relations, and external stakeholders including vendors, airports, and aviation regulatory leaders to align project priorities, proactively manage project and contract risk, plan resource capacity and lead related change management initiatives.

In this role you will:

Develop the surveillance engineering strategy that is aligned to organizational priorities.

  • Collaborates with Operations, Level of Service, Stakeholder Relations, and AIM (Aeronautical Information Management), and external agencies such as DND, airports, Aireon, and air operators, to develop, implement, and monitor strategic, comprehensive surveillance programs and projects to ensure appropriate levels of confidentiality, integrity, availability, safety, privacy and recovery of information assets owned, controlled or/and processed by the organization.
  • Collaborates with Operations, Stakeholder Relations, and Transport Canada on the strategy and implementation of aircraft equipage Surveillance mandates such as ADS-B and Mode-S transponders.
  • Executes on a 20&43; year surveillance strategy which identifies and recommends improvements arising from developing technology to ensure alignment and corporate consistency.
  • Accountable for the life cycle support of multiple surveillance systems.
  • Oversees the development and makes recommendations for new systems and for upgrades.
  • Ensures that strategic alignment with change management and risk management associated in cyber IT/OT.
  • Develops recommendations to guide senior management in integrating changes into the Surveillance engineering architecture, policies and procedures. 
  • Represents NAV Canada when dealing with internal and external stakeholders, government (including Transport Canada & DND), peer ANSPs (including Eurocontrol, NATS and FAA), ICAO, suppliers and vendors and the FAA.
  • Conduct multiple vendor assessments and audits, often overseas, and possibly in partnership with other ANSPs.
  • Leads the development of the Quality Assurance/Quality control Program for Surveillance Systems to ensure continuous improvement of and provide oversight for consistent application of changes.
  • Develops budgetary plans and projections based on program requirements and priorities, commits funds for cost associated to contracting and related running costs.
  • Accountable for a segment of the AVP CNS Solutions budget, both $30M – 80M CAPEX and $65M - $70MOPEX.
  • Stays up to date with the latest Surveillance technologies and
  • Responsible for the leadership of a team of 85 staff, including 9managers and one ENG-5. Manages a segment of the AVP CNS Solutions budget, both CAPEX and OPEX of $95M to $150M.

What you bring:

Education:

Bachelor’s Degree in Engineering or Computer Science or related, or equivalent combination of experience, training and education obtained from working extensively in these fields. 

Experience:

  • A Minimum of 10 years experience in surveillance system development, operations and maintenance is highly desirable.
  • Experience in change management, strategic planning, risk management and vendor management
  • Experience in managing multiple programs and business process improvement.
  • Extensive experience in directing projects through planning, budgeting, work plans and scheduling activities to meet objectives and deadlines. 
  • Experience in managing a team of professionals.

Knowledge:

  • Knowledge of policies, procedures which relate to ANS systems is essential. 
  • Knowledge of the hardware and software environments, testing and troubleshooting techniques, software development and configuration management specific to surveillance systems. 
  • Knowledge of ATS Learning Technology and challenges and opportunities.
  • Expert knowledge of techniques and practices related to change management, project and program management as well as supply chain and budgeting processes
  • Knowledge of collective agreements with relevant Unions and relevant human resources practices
  • Strong knowledge of Canadian aviation legislation and regulations (CARs), Canadian and international air navigation systems, national and international standards and criteria governing instrument flight procedures, airspace classification and airspace structures.
  • Strong knowledge of air traffic control standards and criteria.

Working Conditions:

  • This position is based at the Ottawa Technical Systems Centre and is classified as an onsite position. This position may be eligible for a flexible work arrangement.
