Job Description:

Compass Airlines is seeking a Director, Quality & Chief Inspector to join our team at our Minneapolis, Minnesota – Headquarters location. We are looking for an innovative and technical individual, with exceptional business judgment, as well as the initiative and competence to make a significant contribution to the Compass organization.

The Director, Quality & Chief Inspector has responsibility and authority for the overall oversight and quality of the technical operations processes. Direct and exercise control over the assigned Quality Departments to assure compliance with legal requirements and company policies ensuring all operating aircraft are in a safe operating condition. The person filling this position must be available full time for consultation and decision-making on matters requiring instructions from a higher authority than the person performing the work.

Job Requirements:

Required:

CFR 14 § 119.65
• Director- Quality & Chief Inspector, Knowledge Requirements, must have a full understanding of:

o Aviation safety standards and safe operating practices
o 14 CFR (Federal Aviation Regulations)
o The Compass Operations Specifications (Ops Specs)
o Be qualified through appropriate training, experience and expertise
o All appropriate maintenance and airworthiness requirements of CFR 14 chapter parts 1, 21, 23, 25, 43, 45, 47, 65, 91, and 121.
o The Compass GMM (§ 121.133, § 121.135)

• Must be able to discharge their duties to meet applicable legal requirements and to maintain safe operations.

CFR 14 § 119.67
• Director- Quality & Chief Inspector, Minimum Qualifications, a candidate must:

o Hold a mechanic certificate with airframe and powerplant ratings for a minimum of 3 years
o Have at least 3 years of maintenance experience on different types of large airplanes with 10 or more passenger seats with an air carrier or certificated repair station, 1 year of which must have been as a maintenance inspector; and
o Have at least 1 year of experience in a supervisory capacity (same class and category as Embraer 170/ 175)

CFR 14 § 119.39
• Director- Quality & Chief Inspector, Exercising Control over the airline operating certificate candidate must not:

o Have held the same or a similar position with another Part 121 or Part 145 certificate holder whose certificate was revoked, or is in the process of being revoked, where he/she materially contributed to the circumstances causing revocation or causing the evocation process

Other Requirements:

o Five years’ experience holding a management position of a quality organization function in air transportation, either in the Quality Control or Quality Assurance areas for CFR 14 Part 121 air carrier
o US Citizen or have the legal right to accept employment in the United States
o High School Diploma, GED, or equivalent
o Associates Degree in aviation related discipline
o Microsoft Office Suite with demonstrated proficiency in Word, Excel and Powerpoint


Preferred:
• Director- Quality & Chief Inspector, additional Preferred Qualifications:

o Combination of 10 years’ experience maintaining and/ or providing quality oversight for air transport category aircraft, and/or related supervisory experience.
o Experience in the following Quality/ Maintenance related areas: Quality Assurance, Quality Control, Inspection, Technical Compliance, Maintenance, Maintenance Control.
o BA/BS or Associates Degree in aviation related discipline
o Familiarity with FAA ATOS and VDRP programs
o FAA Liaison experience
o Experience with 14 CFR Part 121 Continuing Analysis and Surveillance Systems (CASS) and Fueling program requirements


Physical Demands:
• Ability to lift, carry and move medium to heavy weight of 30 – 60 pounds as well as good hand-eye coordination, arm, hand and finger dexterity.

Job Knowledge, Skills, & Abilities:

• Full understanding CFR 14, chapter parts 1, 21, 23, 25, 43, 45, 47, 65, 91, and 121.
• Understand Tech Ops interfaces required between Quality Assurance, Quality Control, Technical Compliance, Aircraft Records, Technical Operations Support (TOPS), Maintenance Control, Maintenance, Engineering, Materials, Reliability, Planning, and/or Programs, etc.
• Strong analytical skills with a focus on critical thinking and business process management.
• Ability to prioritize competing issue and coordinate resolutions with associated departments
• Demonstrated strong organizational and time management skills. Self-motivated and can work independently while still keeping a team perspective.
• Excellent interpersonal communication skills, both verbal and written
• Experienced in Process / Procedural Development
• Knowledge of Financial processes, ROI development / review
• Understand basic contract development
• Skilled in Microsoft Office Suite with demonstrated proficiently in Word, Excel and Powerpoint.
• Must be flexible with respect to work schedule and willing to assist and support others within the company when needed.
• Valid driver’s license

Job Specifics:

• The Director, Quality & Chief Inspector (119) responsibility and authority for the overall oversight and quality of the technical operations processes.
• Exercise complete authority over the Quality Control Inspection, Technical Audit, Material Inspection, Inspection Program, Required Inspection Item (RII), Continuing Analysis and Surveillance, Fueling programs and Technical Operation’s Manual revision process.
• Must coordinate with the Director of Maintenance (119)
• Must take an active role in directing and promoting safety and compliance with CFRs and company policy.
• Management of all parts of the company’s Operations Specifications (Ops Specs)
• Maintain liaison with the offices of the Federal Aviation Administration
• Ensure that aircraft are maintained in a safe and legal manner
• Ensure aircraft records meet company and regulatory requirements
• Owner of the company’s General Maintenance Manual
• Identify, develop, and implement policy and procedural changes designed to ensure safety and compliance.
• Ensure Compass is adequately staffed with competent personnel under his/ her direction and control.
• Develop implement and control the company’s Voluntary Self- Disclosure Reporting Program for Technical Operations
• Establish, implement and administrate the Unapproved Part Notification (UPN) and Suspected Unapproved Parts (SUP) processes
• Coordinate with all applicable company departments as required to ensure adequate resources and support.
• Manage the Display of Certificate, Privilege of Airframe and Powerplant, and Duty Time Limitations.
• Support and promote the Compass SMS safety system
• Assist in negotiation of contracts
• Assist with departmental budgets.
• Other duties as assigned
