PAL Aerospace has partnered with SkyAlyne who has been named by Canada as the preferred bidder for the Future Aircrew Training (FAcT) Program which Is our next generation pilot and aircrew training program for the Royal Canadian Air Force (RCAF).  The scope of the FAcT Program contract includes all training and in-service support requirements needed to prepare Pilots, Air Combat Systems Officers (ACSO), and Airborne Electronic Sensor Operators (AES Op) to meet the future aerospace requirements of the RCAF. In collaboration with the Government of Canada and several major Canadian subcontractors, SkyAlyne will provide live-flying, simulator and classroom-based training, facilities construction and management, information management and information technology support, site support services, aircraft maintenance and much more. 

We are now calling for expressions of interest in anticipation of a Contract Award in 2024. PAL Aerospace is searching for an experienced Program Manager to join our FAcT team in Winnipeg, MB.  This role has two phases; the first being the “Transition-In” phase which includes the development of products and services, and obtaining customer acceptance.  The second  is the “Training Steady State” phase which is to support the day to day operations of the products and services delivered. This will be in support of ACSO and AES Op training at 402 Squadron. This is a unique opportunity where you, as a civilian, can be part of the RCAF community!

The Program Manager is responsible to manage cross functional teams and projects within the FAcT program ranging from aircraft missionization in St. John’s, NL; development and production of simulator in Montreal, QC; airworthiness engineering services in Vaughan, ON; and courseware development, training delivery, flight operations and aircraft in service support maintenance services in Winnipeg, MB. Working within a matrix organization, the Program Manager will work directly with the Program Director and other internal stakeholders to serve as the main point of contact for program deliverables.

Duties and Responsibilities

  • Manage program activities throughout lifecycle, including the allocation of adequate resources, scheduling, documentation, budget, and other factors necessary to meet contractual and company related obligations of the projects to ensure profitability and success.
  • Provide day-to-day leadership for team members.
  • Direct multiple projects, simultaneously involving a variety of resourcing, scheduling, subcontracting and other project management activities.
  • Resolve project work/schedule problems by reprioritizing activities.
  • Liaise with customer on project matters including negotiations and securing customer acceptance.
  • Make recommendations regarding recruiting and other human resources activities (e.g., performance review) for direct reports.
  • Develop/capitalize on opportunities for contract amendments and/or side contracts to extend project scope, solve scope/financial problems or improve fixed-price financial returns by reducing costs.
  • Establish a complete project plan for each approved project. 
  • Report on project health and suggest ways to optimize outcomes.
  • Ensure clear communication of expectations and program status to stakeholders and senior management. 
  • Adhere to established methodologies for Project & Program Management. 
  • Develop procedures and guidelines for executing program activities.
  • Establish, implement, and follow a formal change management program. 
  • Identify and resolve conflicts within teams.
  • Lead risk and opportunity management for the Program.
  • Negotiate terms and conditions of subcontract and work share agreements.
  • Conduct reviews to identify areas for improvement and make recommendations based on findings.
  • Travel required.

Qualifications

  • Post-secondary degree or diploma in Business or a related subject. 
  • A minimum of (5-10) years of related experience.
  • A minimum of (5) years of Aviation experience, preferably with the Royal Canadian Airforce (RCAF)
  • Project management certification - PMP.
  • Experience working on large complex Canadian Defence contracts is considered an asset. 
  • Experience with RCAF training programs, aircraft maintenance and/or flying operations is considered an asset.
  • Highly effective negotiation, diplomatic, and conflict resolution skills. 
  • Experience working with internal and external stakeholders of a diverse background.
  • Demonstrated results-oriented approach to projects.
  • Demonstrated success in Program delivery and execution of Project and Program Management methods.
  • Able to effectively communicate, both verbally and in writing, with all levels of staff, including technical, professional, and senior management.
  • Strong knowledge of financial management, technology management, and internal controls.
  • Strong problem identification and problem resolution skills. 
  • Ability to create and edit Program documents, materials, and presentations.
  • Able to build and maintain lasting relationships with business units, corporate departments, key managers, and external stakeholders.
  • Flexibility to adjust to shifting priorities and deadlines.
  • High level of proficiency with Microsoft Office Suite, including MS Project, Power BI,  and Jama software.
  • Experience with earned value cost accounting and reporting; experience with metrics for assessing and reporting program progress, productivity, and variance analysis.
  • Bilingualism (French and English) is preferred.

  • Incumbent must be able to hold a Canadian Security Clearance & Controlled Good Clearance.
