Role Summary

The Flight Operations Regulatory Compliance & Certificate Management Program Manager is the lead subject matter expert regarding the Federal Register. This role monitors the Federal Register for changes to Federal Aviation Regulations (FARs) and/or Operations Specifications (OpSpecs) and informs and ensures each discipline at Alaska Airlines (AS) has implemented changes as appropriate. As an individual contributor, this role manages numerous flight operations regulatory compliance and certificate management activities for AS. This role represents Alaska Airlines at Federal Aviation Administration (FAA) Headquarters and the local Certificate Management Office (CMO) for guidance material used by industry to implement and maintain compliance requirements.

Key Duties

  • Lead subject matter expert regarding Flight Ops Regulatory Compliance and Certificate Management program.

  • Monitors the Federal Register for changes to FARs or (OpSpecs), informs and ensures each discipline has implemented changes as appropriate.

  • Defines the long-term strategy and provides management personnel with interpretations, guidance, and industry best practices to maintain the highest level of compliance.

  • Collaborates with Flight Operations’ directors and managers to develop processes and procedures to eliminate or control non-compliance to acceptable levels.

  • Manages applications and extensions regarding regulatory exemptions or deviations.

  • Ensures AS Flight Operations policies, standards, and manuals conform to FAA requirements.

  • Provides the FAA with requested data to support any query or investigation, as well as occurrences as defined by FAA Order 8020.11, Aircraft Accident, and Incident Notification.

  • Manages changes and/or additions to Operation Specifications including compiling compliance data and documentation.

  • Maintains the Document Control database for FAA correspondence, including letters of request for approval, Check Pilot / APD Letters of Authority, answers to requests for information (RFIs), Voluntary Self Disclosures (VSDs), Compliance Actions, Hazard letters, FAA Safety Assurance System (SAS) Findings and Letters of Investigation (LOI).

  • Manages the content and revision schedule of the Flight Operations Administration Manual (FOAM), Network Operations Control (NOC) Manual, Approval Documents (ADoc), Fatigue Risk Management Manual (FRMP), Fatigue Education and Awareness Training (FEAT) Manual and the Master General Operations Manual (MGOM) Chairs FAA Coordination meetings.

  • Represents AS Flight operations at industry meetings such as Airlines for America (A4A) as well as FAA sponsored meetings such as OpSpecs Working group and 14 CFR Part 117 Meetings.

  • Manages the Alaska Airlines Cockpit Access Security System (CASS) program, Flight Standards Flight Deck Access Restriction (FDAR) program as well as the AS Jumpseat Access Program (JACs).

  • Leads AS Flight Operations work needed to support new markets, new routes and new equipment assignments.

  • Manages various ad-hoc AS Flight Operations-centric projects that support regulatory compliance for Alaska Airlines.

  • Networks and assists other departments and divisions regarding certification projects, VSDs, Compliance Actions, Hazard Letters, LOI’s, SAS Findings and FAA/IOSA/DOD audits.

  • Facilitates safety risk assessments (SRA) within the division when requested.

Job-Specific Experience, Education & Skills

Required

  • 7 years of experience in a Flight Operations discipline such as dispatch, pilot, ground/flight instruction, or aviation industry, or related area.

  • Bachelor’s degree, with a focus in aviation management, professional pilot, safety science, or a related discipline or an additional two years of training/experience in lieu of this degree.

  • Demonstrated application of 14 Code of Federal Regulations (CFR) Chapter I, as well as 49 CFR and Operations Specifications.

  • Demonstrated insight on the FAA regulatory process, including the relationship of: The Preamble to the Federal Aviation Regulations, Operation Specifications, Notices, Orders, InFOs, SAFOs.

  • Knowledge of regulatory guidance materials such as Advisory Circulars (ACs) FAA Orders and Notices and other regulatory guidance publications.

  • Excellent interpersonal, communication (e.g., verbal, written, and listening), and presentation skills.

  • Detailed oriented and highly organized, with ability to prioritize, multi-task, and work independently with limited guidance in a fast-paced environment.

  • Proficiency with Microsoft Office applications (e.g., Word, Excel, PowerPoint, and Outlook).

  • High school diploma or equivalent.

  • Minimum age of 18.

  • Must be authorized to work in the U.S.

Preferred

  • Dispatcher or Pilot Certificate (w/Instrument-Rating).

  • 2 years of experience as a flight instructor or ground instructor.

  • 1 year of experience with compliance-based safety.

  • Investigation skills, to include identifying root cause and associated causal factors.

  • Experience in the application of safety management systems functions.

Salary Range

$112,400 - $174,200 / year

Salary Details

Pay will be based on multiple factors, including and not limited to location, relevant experience/level and skillset while balancing internal equity relative to other Alaska/Horizon employees. Alaska/Horizon is committed to fair, unbiased compensation along with competitive benefits in all locations in which we operate.
