Job Summary

ACAA’s Manager, General Aviation Operations will report to the Director, Allegheny County Airport, responsible for managing the daily operations, maintenance, and business initiatives of the Allegheny County Airport to ensure efficient operation, emergency preparedness, and compliance with all applicable rules and regulations.

Here is how the Manager, General Aviation Operations will help:  

  • Manage, plan, and oversee the day-to-day operations, business and maintenance of the Allegheny County Airport and all work performed by authority personnel, on-call contractors and on-site maintenance contractors on the airport complex;
  • Develop and implement safety procedures including ongoing safety and job training programs for airport staff; Investigate accidents and incidents, as necessary;
  • Assist with coordination of emergency preparedness and response activities with local, state and federal agencies;
  • Develop and implement processes, procedures and systems for the inspection, maintenance, safety and security of airport infrastructure, equipment, and grounds;
  • Implement business and development goals, business plan objectives, policies, programs, and procedures;
  • Maintain records of all hangar, real estate, tenant and facility rentals and leases; assists the Finance Department with delinquent accounts;
  • Partner with authority staff, FAA, contractors, governmental agencies, tenants and others on airport construction projects;
  • Plan and organize research and statistical work relating to the various aspects of administration, operations, budget and general management matters; 
  • Conduct customer satisfaction surveys, and special studies concerning aviation programs, and submit recommendations to senior management;
  • Act as AGC representative at internal and external stakeholder meetings;
  • Partner with Air Traffic Control to develop, or revise, and implement policy and operational procedures;
  • Assist with development and management of annual operating budget, capital improvement budget, and grant process;
  • Conduct continuous evaluation of airport operational processes and procedures to make recommendations on customer service and safety;
  • Provide support and development to employees through performance management, coaching, training, motivation and discipline; 
  • Perform other related tasks as assigned or required.

Qualifications

 Preferred requirements to apply for the role of Manager, General Aviation Operations are:

  • Bachelor’s degree from an accredited college or university in aviation management or a related field.
  • 5 years related experience at the managerial level in airfield operations; prefer experience at a medium hub airport or general aviation facility.
  • Possess, or obtain prior to employment, a valid driver’s license. Note: license must be maintained throughout employment.

 

We also expect that candidates will demonstrate the following knowledge, skills, and abilities in most cases:  

  • Must be able to work collaboratively with other departments and related agencies; possess strong organizational skills and time management practices; possess a sense of urgency; and be able to complete assignments quickly and efficiently
  • Extensive knowledge of Airport operations, terminology, facilities, safety & security procedures, snow removal procedures, Federal, State and Local aviation rules and regulations pertaining to airport ground operations;
  • Considerable knowledge of FAA ground control radio procedures, ATC organization, safety and standard guidelines, Civil Aviation security rules and procedures, airfield equipment maintenance and repair, and construction;
  • Strong ability to use independent judgment to assign, supervise, inspect, and evaluate the work of various staff, including contractors and/or skilled trades work
  • Knowledge FAA Part 139 guidelines, state regulations and county ordinances;
  • Ability manage consultants / contractors
  • Travel 5 to 10;
