Job Description SummaryThe Program Control Operations Leader will report to the Senior Director – EW Software & PHM. The Software & PHM section is responsible for executing military engine development programs. The team progresses an engine concept through design, development, vehicle integration, and testing. Technology upgrades will be introduced across all modules as necessary to meet challenging customer requirements.

The Program Control Operations Leader collaborates with Sub-section managers to coordinate, prioritize and plans program team activities to exceed customer expectations. The Program Control Operations Leader is responsible for Earned Value Management (EVM), Integrated Master Scheduling (IMS), Operating Review Bowlers, and Purchase Services management. The Program Control Operations Leader also serves as program interface to the Military Engineering division in defining plans, assessing execution, advocating for resources and predicting future needs/performance. Program Control Operations Leader tightly integrate with multiple Edison Works teams, including Project, Program Management Office, Finance, Mfg. Programs, Sourcing, Security, IT, and Facilities. There is significant autonomy within the role. High levels of operational judgment are required to achieve outcomes required.

Essential Responsibilities:


•    Requires specialized knowledge within the function. Influence the development of strategy for the area of responsibility, including control of resources and influences policy formulation.
•    Interprets simple internal and external business challenges and recommends best practices to improve products, processes, or services. Stays informed of industry trends that may inform work.
•    Uses high level of judgment to make decisions and handle complex tasks or problems in areas of operational, product management, manufacturing, technology or engineering. Has ability to assess quality of information given and ask pertinent questions to stakeholders. Able to offer new solutions to problems outside of set parameters and can construct and provide recommendations. Uses multiple internal and some external sources outside of own function to help arrive at a decision.
•    Communicates difficult concepts and may influence others options on particular topics. May guide others to consider a different point of view.
•    Develop standard work, operating metrics, and supporting analyses to drive execution and corrective actions.
•    Assure proper documentation of technical data generated for assigned projects and/or tasks consistent with engineering policies and procedures
•    Assist Sub-section managers in the implementation of plans to achieve technical and program requirements, schedules, and contract commitments
 

Qualifications/Requirements:


•    Bachelors Degree in Computer Science or “STEM” Majors (Science, Technology, Engineering and Math)
•    Minimum of 5 years of experience in a relevant engineering and/or engineering operations position
•    Minimum of 3 years of Earned Value Management experience
 

Desired Characteristics:


•    Experience working with DoD customers and processes
•    Experience working in DoD EVM projects
o    Demonstrated ability to lead programs / projects. Ability to document, plan, and execute programs. Established project management skills.
•    Experience with financial and program management tools
•    Strong track record of ability to work in a team environment with demonstrated leadership and customer interface skills.
•    Demonstrated ability to lead by influence
•    Strong interpersonal and leadership skills
•    Strong oral and written communication skills
•    Master’s Degree in Business, Aerospace Engineering, or Physics from an accredited university or college
•    Experience with engine/aircraft integration, engine testing/qualification, engine component/systems design, engine performance, engine controls, and vehicle power/thermal systems 
•    Experience applying/developing GE Aerospace Engineering/Business Tools and Processes
