About the role:

In line with MATAR Vision, Mission and Strategic Objectives, provide leadership for MATAR’s baggage operations and related services such as baggage tubs circulation operations, gate baggage collection operations and Baggage Handling System (BHS) and Hold Baggage Screening System (HBSS) operations at HIA and DIA. Develop One Team culture that delivers continuous improvement in safety, security, customer service and productivity. Ensure that processes are improved through efficient operations and ensure a safe, effective and timely airport operation in compliance with operational and regulatory requirements.

Key responsibilities

  • Assist VP Baggage Handling, develop   and implement   baggage related services, baggage handling operations and BHS & HBSS operations and maintenance strategy in line with MATARs Vision, Mission and Strategic objective and relevant international standards.
  • Assist VP Baggage Handling, develop operational expenditure and capital expenditure (Opex and Capex) budgets for baggage related services and BHS & HBSS operations.
  • Develop operations and resources planning for the current and at least two budget years into the future.
  • Develop, maintain and implement operations concepts, standard operating procedures and business continuity plans for every process within the department’s scope of responsibility.
  • Establish KPI and service level agreement for the baggage related services, baggage handling operations, and BHS & HBSS operations and maintenance.
  • Develop service level agreements, scope of work documents, term of references, product and service specifications to support department needs.
  • Develop and implement action plans to ensure that the services being provided meet or exceed the service level agreed.
  • Manage baggage related services, baggage handling operations   and BHS & HBSS operations and maintenance to ensure compliance with applicable requirements, standards, and agreed service levels.
  • Manage planning and allocation of resources for baggage related services, baggage handling operations, and BHS & HBSS operations and maintenance.
  • Initiate, evaluate and facilitate procurement of goods and services required for baggage related services, baggage handling operations, and BHS & HBSS operations and maintenance in accordance with MATARs procurement process.
  • Evaluate, verify and approve invoices from suppliers and outsource contractors and confirm delivery of goods and services to ensure best value for MATAR and relevant stakeholders.
  • Monitor and control departments operation expenditure in line with the approved budgets.
  • Identify and evaluate new technologies, innovations and best practices to enhance performance and sustainability of baggage related services, baggage handling operations and BHS & HBSS operations and maintenance.
  • Facilitate   development   and   implementation   of any   necessary   modifications   and enhancements   of processes, facilities and systems to support MATARs Strategic objectives.
  • Facilitate and support development and implementation of management systems such as Business Continuity Management System, Information Security Management System, Asset Management System, Environmental Management System, Safety Management System.
  • Supervise, monitor and control appointed outsourced service providers ensuring contractual compliance, optimized cost benefit, and high level of customers satisfaction.
  • Monitor the status, condition and usage of department loose asset and resources such as tools, trolleys, radios and vehicles. Take actions to ensure that the assets are properly maintained and resources are adequately available to support airport operations.
  • Work with stakeholders to study, analyse, plan and evaluate resource allocation plans in order to achieve the optimal and the most effective utilization of HIA infrastructures such as Make-up Units, Transfer lnfeed Lines, Early Bag Storage, Reclaim carousels etc.
  • Respond to emergencies and ensure that airport staff is properly trained to handle anticipated contingencies, and understand how to escalate for unanticipated contingencies.   Implement and oversee emergency protocols within the areas of responsibility as defined in the Airport Emergency Plan.
  • Establish safe & efficient operation of all baggage handling equipment & systems including ancillary facilities.
  • Oversee production of baggage investigation report, incident reports, shift reports and safety reports for MATARs Management team.
  • Oversee accident and incident investigations within the department scope of responsibility.
  • Regularly evaluate risks related to the baggage related services, baggage handling operations and BHS & HBSS operations and maintenance and implement effective mitigation actions as needed.
  • Perform other department duties related to his/her position as directed by the Head of the Department.
Qualifications

About you:

  • Bachelors Degree or Equivalent with minimum 10 years of job-related experience.
  • Relevant experience in operations of 10,000 BPH or larger BHS with inline HBSS and automatic sortation system.
  • Experience in a managerial position in an airport, airline or ground handling company.
  • Relevant experience in 24x7 Airport Operations Control Center.
  • Relevant experience in management of outsourced service providers.
  • Experience in Project Management of a process improvement project.
  • Experience in development and implementation of Standard Operating Procedures (SOP) and Business Continuity Plans (BCP) for BHS operations.
  • Experience in ISO or internationally recognized Quality Management System.
  • Knowledge of SITAs Bag Message, ARINCs BagLink, Quantum BRS, CUTE and/or Amadeus DCS.
