As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. Duties

This position is located in Office of Policy, International Affairs, and Environment(APL), Office of International Affairs (API-1), ICAO and International Training Division (APT-1). API is divided into five divisions: Western Hemisphere (AWH); Africa, Europe, and the Middle East (AEU); Asia Pacific (APC); ICAO and International Training (APT), and Global Strategy and Support (APX). These divisions act as liaisons between the FAA and civil aviation authorities and international organizations within their respective region. The incumbent is the Manager of the ICAO and International Training Staff.

Directs the work of subordinate employees on the ICAO and International Training Staff. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO. Managerial duties typically affect employees and managers in more than one organizational unit/project/program and include planning; communicating the organization&39;s vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate.

Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resources, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Plans, develops, and directs strategic analyses and studies to achieve FAA&39;s international mission and program objectives. Provides managerial leadership and program guidance in support of the FAA’s international aviation programs. Directs and/or performs economic, policy, and market studies to achieve FAA international aviation objectives.

Responsible for overall effectiveness and implementation of programs and interfaces with other divisions within the office, FAA operational and regional staffs, U.S. industry representatives, embassies and foreign governments, including director generals of international civil aviation authorities. Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. Interprets policies/procedures or other project/program purposes. Has authority to make commitments for subordinate organizational units, within
guidelines.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.

Individual and organizational performance is typically reviewed periodically by higher-level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision. Work activities typically impact directly on project/program objectives for more than one organizational unit and the major subdivision. Work frequently affects the major subdivision&39;s internal and external customers.

Qualifications

IN ADDITION TO MEETING THE EDUCATIONAL REQUIREMENTS LISTED BELOW IN THE EDUCATIONAL SECTION:

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as Experience that demonstrates the ability to consolidate and prepare documents for executives that summarize international issues and recommend future actions.

In addition, this experience must have included either (a) responsibility for the direction and coordination of research, analysis, or other professional work in one or more of the fields listed in (1) below under the Education Section; or (b) specialized professional work of a high level of difficulty and responsibility in one or more of these fields. This high-level experience must have been in such specialized activities as (1) formulation of instructions and policy guidance for United States representatives in international organizations; (2) transport and communication involving knowledge of economic, political, and technical aspects of international aviation, shipping, inland transport, or radio, telephone, and telegraph, etc.; (3) cultural affairs involving formulation and operation of policy on large-scale international cultural exchange programs; (4) occupied area affairs involving problems of occupation of conquered or liberated countries, regions, or zones; or (5) other specialized international affairs such as zing public opinion and attitudes, evaluating specific conditions, trends, or forces· a foreign country, formulating policy on problems of petroleum resources or fisheries, etc. You should include relevant examples of the specialized experience in your work history. Errors or omissions may impact your rating or may result in you not being considered.

  2. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.

  3. Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
