SALARY: (Grade 17) Starting salary based on experience. Grade 18 (Pilot II) in one year. Advancements to Instructor Pilot Positions (Grade 19) available once hired
LOCATION: One of the eight medevac sections located throughout Maryland
NATURE OF WORK:
A Maryland State Police Civilian Helicopter Pilot I is the intermediate level of civilian helicopter aircraft pilot work in the Aviation Command, Maryland State Police Department (MSP). Employees pilot helicopters as enumerated in the Aviation Command Standard Operating Procedures and as directed by the Commanding Officer of the Aviation Command in accordance with Federal Aviation Administration (FAA) rules and regulations for search and rescue missions, medical evacuation operations and other law enforcement related missions. Employees in this classification do not supervise.
Employees receive moderate supervision from the Commanding Officer of the Aviation Command and technical training from Helicopter Flight Instructors. Employees in this classification are assigned shift work including holidays and weekends and are subject to 24-hour on-call during emergencies and staff shortages. Employees are required to work outdoors in all types of weather conditions. The work involves hazardous conditions such as maneuvering helicopters in congested or unusual terrain.
The MSP Civilian Helicopter Pilot I and II classifications are differentiated on the basis of the degree of supervisory control exercised over employees. The MSP Civilian Helicopter Pilot I performs duties under close supervision at times and under general supervision depending upon the complexity of the mission or training being performed. The MSP Civilian Helicopter Pilot II performs the full range of duties under general supervision.
EXAMPLES OF WORK: (Examples are illustrative only)
- Performs line pilot functions to include flying helicopters as pilot-in-command or as a flight observer in departmental aircraft for search and rescue missions, medical evacuation operations and other law enforcement related missions;
- Performs pre-flight and post-flight inspections in accordance with Aviation Command and FAA regulations and standards;
- Performs maintenance functions to include cleaning aircraft interiors and exteriors, refueling and adding necessary fluids and replacing light bulbs as necessary;
- Performs routine maintenance of hanger and office facilities;
- Completes required training courses and exercises in compliance with FAA regulations and maintains all required licenses and flight certifications;
- Operates specialized flight-related equipment, such as tow motors;
- Makes go/no-go flight decisions concerning weather conditions, maintenance and other flight safety considerations;
- Performs other related duties.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES:
- Knowledge of Federal Aviation Administration rules and regulations;
- Knowledge of flying techniques required for day, night and instrument flying conditions;
- Knowledge of aircraft maintenance procedures;
- Skill in piloting helicopters;
- Ability to make safe and rational go/no-go flight decisions and to determine if weather and other flight safety considerations are within acceptable ranges;
- Ability to fly helicopters in potentially hazardous conditions;
- Ability to communicate effectively.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Completion of 2000 helicopter flight hours as an FAA licensed pilot.
LICENSES, REGISTRATION AND CERTIFICATES:
- Employees in this classification must possess and maintain an FAA Commercial Helicopter license.
- Employees in this classification must possess and maintain an acceptable Instrument Helicopter Rating as determined by FAA regulations and required by the MSP Aviation Command.
- Employees in this classification must possess and maintain an FAA 1st or 2nd Class Medical Certification.
- Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle driver‘s license valid in the State of Maryland.
SPECIAL REQUIREMENTS OF THE CLASSIFICATION:
- Candidates for positions in this classification will be subject to an initial drug screening and a complete criminal background investigation, to include a polygraph examination, by the Maryland State Police Department before permanent appointment can be made. A criminal conviction record may be grounds for rejection of the applicant. Physical examinations may be waived by the Department‘s Medical Director upon presentation of an unrestricted FAA 1st or 2nd Class Medical Certificate.
- Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulation 06.01.09, Testing for Illegal Use of Drugs.
- Employees in this classification are assigned shift work including holidays and weekends.
- Employees are subject to call-in on a 24-hour basis and must provide a telephone number or electronic beeper number so that they can be contacted.
SELECTION PROCESS:

- Successful candidates will be placed on the employment list categorized as BEST QUALIFIED, BETTER QUALIFIED OR QUALIFIED and remain eligible for consideration for at least one year from the date of examination. This list will be used by the hiring agency to select employees.
EXAMINATION:
- The examination will consist of rating of your education, training and experience related to the requirements of this classification. Applicants are subject to background investigation, medical examination, interview, polygraph and substance abuse testing.
- Candidates appointed to this classification will be required to sign a MSP Aviation Pilot Candidate Obligated Service Agreement.
