CCE, Inc. is a leading provider of contract staffing services in the government Construction, Aviation, and Operations Support sector The purpose of this position is to serve as the Standardization Pilot/Instructor Pilot in support of the U.S Army Initial Entry Rotary Wing (IERW) pilot training program for Colombian pilots. FACTOR 1. REQUIRED KNOWLEDGE, SKILLS AND EXPERIENCE Must have a Bachelor Degree from an accredited institution with five years related experience as an Instructor Pilot, or fifteen years experience as a pilot in the military, law enforcement, or commercial aviation field. Qualification/certification and experience as a military or FAA Certified Flight Instructor in a formal training program involving the qualification and standardization of pilots and other aircrew members. The contractor shall identify qualified support which possesses the technical skills required to train the IPs for JIERW per US Army standards for training at 2-212th HSB. Experience as a U.S. Army Instrument Examiner, Contact, Tactics, NVG, and Aircrew Coordination Instructor is required. Shall be proficient in the Spanish and English language and all training shall be conducted in Spanish. Spanish language ability at the Foreign Service Institute Level R/3, S/3 or the Defense Language Proficiency test (DLPT) level 3/3. Shall be qualified and current in the UH-1H and shall maintain currency as an SP/IE throughout the duration of the contract. The contractor shall provide to the Government documentation that their instructor is current and qualified in the UH-1H prior to training start date. In-depth knowledge of tactical employment of rotary wing aircraft operations including capabilities, limitations and techniques of employment of available aircraft. Basic knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. Possess a current US FAA Commercial Pilot Certificate Rotorcraft, Helicopter Instrument and/or Airplane, Single/Multi-Engine Land with Instrument rating. Basic knowledge of tactical employment of fixed and rotary wing aircraft military operations, including capabilities, limitations, and techniques of employment of aircraft used by the COLAR. Experience as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of rotary wing pilots, the tactical employment of aircraft in a high threat environment. Broad knowledge of and experience in the formulation of plans and policies pertaining to operations and unit level flight-training activities. Should have a basic knowledge of command communications, government intelligence procedures, and US Military flight operations procedures. Familiarity with Colombian Civil Aeronautics regulations is desired. Demonstrated ability to effectively work under stressful and challenging conditions with minimal supervision is required. Knowledge of contract administration principles, policies, regulations, and procedures to administer complex contracts is highly desirable. Familiarity with host nation labor laws is highly desirable. Demonstrated knowledge and skill in the application of business management techniques for large, complex, multi-million dollar organizations is desirable. Demonstrated skill in the management of personnel from diverse backgrounds and work/educational disciplines is required. Experience working in Latin America and dealing with senior foreign government officials is highly desirable. Typing and intermediate computer skills needed to use information technology and management systems is required. Computer skills should include Microsoft Office word processing and spreadsheet applications and Microsoft Outlook. FACTOR 2. SUPERVISORY CONTROLS The incumbent works under the supervision of the Program Manager. Duties of the job are performed independently, referring only the most difficult problems for guidance. The incumbent is guided by policy documents published by CCE. FACTOR 3. GUIDELINES Procedural and general policy guidelines (both written and unwritten) are available; however, the application of the guidelines often leaves much to the judgment of the incumbent. The incumbent uses sound judgment to interpret, adapt and apply guidelines in specific situations. In some circumstances, the incumbent will be required to develop written guidelines, policies and procedures for the Program. FACTOR 4. COMPLEXITY The incumbent coordinates with the Maintenance Manager and TAFT regarding daily issues. The incumbent performs continuous analysis of operational activities to determine compliance with terms and conditions of the contract, and the requirement for new procedures/policies that will improve the efficiency, effectiveness and safety of aviation operations in support of the mission. FACTOR 5. SCOPE AND EFFECT The primary purpose of the position is to provide advice to the COLAR to ensure safe flight operations and training. The incumbent’s ability to 1) coordinate with the TAFT and COLAR 2) oversee the effective use of aviation assets, and 3) assure contract compliance will significantly impact the mission. FACTOR 6. PERSONAL CONTACTS Contacts may include senior officials in the TAFT and Host Nation Police/Military Agencies. FACTOR 7. PURPOSE OF CONTACTS Contacts are for the purpose of exchanging information, consultation and assistance, and operational planning. Assignments include active participation in management level conferences, meetings, and surveys concerning Program processes and procedures and future requirements. The incumbent must be able to effectively interface with a myriad of senior management and staff personnel from various cultural and technical backgrounds. FACTOR 8. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. It will require some physical exertion and dexterity. FACTOR 9. WORK ENVIRONMENT The work is primarily conducted in the field. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities and therefore could pose significant risk to the incumbent while at these sites.
