California Shock Trauma Air Rescue (CALSTAR) is a nonprofit regional air ambulance service. Our mission is to save lives, reduce disability and speed recovery for victims of trauma and illness. CALSTAR has an immediate opening for a full time: DIRECTOR OF FLIGHT OPERATIONS
The CALSTAR Director of Flight Operations has overall responsibility for the safe and efficient conduct of CALSTAR EMS flight operations. He or She is authorized to exercise operational control over all flights conducted under the regulatory requirements of CFR 14, part 135. The Director of Operations reports directly to the Chief Services Officer, his or her Specific duties are as follows:
1) Assists the Chief Services Officer in formulating plans and policies.
2) Directs the execution of CALSTAR policies, establishes operations, personnel and equipment standards.
3) Schedules aircraft to the available flight crew and establishes personnel duty hours. 4) Obtains the necessary diplomatic clearances prior to departure for all flights into or over foreign countries and those countries listed in the Operations Specifications.
5) Is responsible for the distribution of the CALSTAR Operations Manual or portions of it to those persons listed on the Table of Distribution.
6) Supervises distribution and posting of all information or memorandum relative to any changes affecting Company policy route information, navaids, NOTAMS, requisitioning of flying aids, aeronautical charts, etc.
7) Ensures prompt reporting, filing and follow-up action on accident reports to the appropriate FAA agencies.
8) Prepares reports, and correspondence pertaining to operations activities.
9) Submits to FAA all reports required, responsible for signing Operating Specifications.
10) May hire or dismiss any employee below him/her.
11) Designates sufficient check pilots to ensure all flight crews conform to standard procedures as outlined in applicable FAA Regulations and CALSTAR policies, and to ensure that all pilots maintain current route qualifications and receive proficiency checks as required by FAA and CALSTAR.
12) Performs other functions as directed by the Chief Services Officer.
13) He/she may delegate functions to other personnel, but retains overall responsibility, and is authorized by CALSTAR to exercise full operational control for each flight conducted by CALSTAR
QUALIFICATIONS:
The CALSTAR Director of Flight Operations (equivalent to the FAA required position of Director of Operations) shall have the following regulatory minimum qualifications and experience as listed in CFR 14, part 119.69 and 119.71(b):
1) Be qualified through training, experience, and expertise;
2) To the extent of their responsibilities, have a full understanding of the following material with respect to the CALSTAR operation—
a. Aviation safety standards and safe operating practices; b. 14 CFR Chapter I (Federal Aviation Regulations); c. The certificate holder’s operations specifications; d. All appropriate maintenance and airworthiness requirements (e.g., parts 1, 21, 23, 25, 43, 45, 47, 65, 91, and 135 of this chapter); and e. The manual required by CFR 14 Part 135.21 (CALSTAR Part 135 Operations Manual); and
Successful candidate must be able to pass a drug test.
