Mission: The U.S. State Department‘s Bureau of International Narcotics and Law Enforcement (INL) carries out U.S. foreign assistance programs for the control of international narcotics. This assistance is designed to help foreign governments improve their ability to develop and implement national strategies and programs to prevent the production, trafficking, and abuse of illicit drugs.
INL supports governments worldwide in their efforts to locate and eradicate drug crops, interdict drug production and trafficking activities, and develop their own institutional counter-narcotics aviation programs.
INL Support Program: DynCorp International (DI) is currently contracted to provide the U.S. State Department‘s Bureau of International Narcotics and Law Enforcement Affairs with critical depot maintenance, logistics support, search-and-rescue, security, and administrative support for down-range drug eradication operations in Bolivia, Peru, Colombia, Guatemala, Afghanistan, and Pakistan. |

Job Summary Performs duties as an Aircraft Load Master as well as a Flight Engineer on a De Havilland DHC-8 aircraft. Employee will participate as a non-rated crew member on approved missions flown in support of the U.S. Department of State (DoS), Bureau for Diplomatic Security (DS), under oversight from the Bureau for International Narcotics and Law Enforcement Affairs Office of Aviation (INL/A).in the Republic of Iraq. Principle Accountabilities JOB DUTIES & RESPONSIBILITIES The Load Master/Flight Engineer is responsible for accomplishing all required Load Master (non-rated crew member) duties in accordance with DynCorp and DoS policies and procedures to include existing company training programs. The individual will also perform duties in accordance with FAA, ICAO or OEM Regulations and other tasks required to service the aircraft. The employee must be able to read and write English, interpret and apply technical data and instructions in the performance of required duties. Load Master duties are performed under the supervision of the Pilot-Command and include but are not limited to, Weight and Balance computations, aircraft configuration changes to support alternate missions, aircraft cargo and personnel loading and unloading operations, passenger safety briefings and other tasks as assigned. In addition to the duties stated above, the load master/flight engineer will also accomplish the following. OTHER or ADDITIONAL RESPONSIBILITIES 1. Perform non-rated crewmember duties in accordance with aircrew training program requirements 2. Plan and perform loading and unloading activities, compute the center-of-gravity position and ensure it is within prescribed limits at all times. 3. Ensure the cargo compartment is properly configured for each mission. 4. Verify and maintain a manifest for cargo and/or personnel. 5. Supervise and participate in loading/unloading operations. 6. Ensure cargo and passengers are properly restrained. 7. Confirm security of cargo and passengers as necessary. 8. Supervise passengers during routine and emergency operations. 9. Report any malfunction, maintenance or safety concern to the Pilot-in-Command. 10. Perform emergency procedure actions as required by applicable directives and/or the Pilot-in-Command. 11. Perform aircraft servicing duties including fueling operations, aircraft configuration changes as required. 12. Management may also assign duties as a Flight Instructor or Standardization Instructor. Knowledge & Skills The employee should have recent experience as a De Havilland DHC-8 load master or a load master on a similar aircraft. It is desired that the individual have experience with U.S. Army or U.S. Air Force aircrew training program. Familiarity with training provisions stated in AR 95-20 is desired. During training and throughout the employment period, the individual must demonstrate and maintain proficiency in understanding aircraft systems, components, and operating limitations as well as understanding and complying with regulations and policies and aircraft operations manuals. The individual must possess a thorough knowledge of FAA, ICAO, DoS INLI A, and DynCorp International policies and regulations pertinent to the operational requirement. Employee must provide documentation of completion for any manufacturer‘s course of instruction, military flight training, licenses or job related certifications. Must have thorough knowledge of hand tools, hardware and equipment used in the re-configuration of the aircraft. Possess or the ability to obtain and maintain a Department of State Moderate Risk Public Trust (MRPT) Security Clearance is a condition of employment; an active DoS MRPT Security Clearance is preferred. Possess a current U.S. Passport or the ability to obtain one before assignment. Experience & Education A minimum of five years load master and/or flight engineer experience on multi-engine fixed wing aircraft is required. A&P License required. It is desired that the employee has worked full-time as a loadmaster and flight engineer for the past 12 months. Five or more years of flight line experience are desired. High school diploma or equivalent required. Physical Requirements/Working Environment Physical Requirements: Loadmasters routinely participate in flight operations under harsh environmental conditions within a hostile threat environment. These conditions could lead to an aircraft accident and the need for emergency extrication of injured personnel. The physical requirement of extricating injured or wounded personnel or evading capture in Iraq requires that all members of our aircraft crews be in a physical condition which permits them to carry or assist with movement of a 165 pound person, survive with limited provisions, and travel on foot for extended distances without assistance. In addition to the Physical Requirements stated above, the loadmaster/mechanic will undergo the following: 1. Must possess and maintain a current, FAA Class III Medical Certificate 2. Employee will be required to participate in Altitude Chamber training upon hire and on a recurring basis 3. Must be able to perform non-rated crewmember duties during mission operations on the DHC-8 aircraft without accommodation. 4. Must be able to run, walk and stand on level and/or inclined surfaces for up to 12 hours per day and sit for up to 8 hour per day. 5. Must be able to climb stairs, ramps, ladders and work stands. 6. Must be able to crouch, crawl, grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders. 7. May be required to lift up to 80 pounds to height of 4 feet and lift up to 20 pounds to height of 7 feet. 8. Required to operate power vehicles, machinery, hand tools, ground support equipment, fork lift, APU, etc. Work Environment: Employee will be required to work and live in a potentially hostile environment, at remote locations and under austere conditions. Employee may be required to respond to a wide variety of operational circumstances, under extreme weather conditions and rudimentary infrastructure. May be exposed to extreme noise from aircraft, hostile fire and other acts of aggression associated with this region. Individuals may be exposed to fumes or airborne particles and work in close proximity to moving mechanical parts, aircraft and vehicles. |
