Air Wing Support Program U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL)
Mission: The U.S. State Department‘s Bureau of International Narcotics and Law Enforcement (INL) carries out U.S. foreign assistance programs for the control of international narcotics. This assistance is designed to help foreign governments improve their ability to develop and implement national strategies and programs to prevent the production, trafficking, and abuse of illicit drugs.
INL supports governments worldwide in their efforts to locate and eradicate drug crops, interdict drug production and trafficking activities, and develop their own institutional counter-narcotics aviation programs.
INL Support Program: DynCorp International (DI) is currently contracted to provide the U.S. State Department‘s Bureau of International Narcotics and Law Enforcement Affairs with critical depot maintenance, logistics support, search-and-rescue, security, and administrative support for down-range drug eradication operations in Bolivia, Peru, Colombia, Guatemala, Afghanistan, and Pakistan. |

Job Summary
Manages and performs ground based communications and electronics systems planning, system design, implementation, installation, radio frequency management operation, support and problem solving.
Principal Accountabilities
JOB DUTIES & RESPONSIBILITIES
Ensures quality communications infrastructure design, deployment, optimization, training and operations are performed as directed or required I support of current and future program requirements. Must have thorough knowledge of communications theory, hardware, software and equipment used in the employment, operation and maintenance of ground based HF, VHF, UHF and SHF communications systems.

Knowledge & Skills
Must have thorough knowledge of communications theory, hardware, software and equipment used in the employment, operations and maintenance of ground based HF,VHF,UHF and SHF communications systems. General knowledge of airborne platform specific communications systems. Strong organizational, project management, interpersonal and communications skills. Proven ability to manage multiple tasks with competing priorities. Excellent customer service skills in a high – pressure environment. Must be able to interpret technical data. Ability to work in the field under harsh and austere conditions. The ability to read and write and to provide interpretation of technical data is required. Must possess a current US passport or the ability to obtain one before assignment. Possess, or ability to obtain and maintain a DoS Secret Security Clearance is a condition of continued employment; a current DoS Secret Security Clearance is preferred.
Experience & Education
Minimum of 10 years experience working with various communications systems. Minimum of five years experience working with High Frequency equipment and procedures. Prior military, including direct support to military operations and special operations experience and training.
Physical Requirements/Working Environment
Physical Requirements:
- Must be able to walk and stand on level and/or inclined surfaces for up to 5 hours per day and sit for up to 3 hours per day.
- Must be able to climb stairs, ramps, ladders and work stands.
- Must be able to crouch, crawl, grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders.
- May be required to lift up to 35 pounds to height of 4 feet and be required to lift up to 35 pounds to height of 7 feet.
- May be required to carry, push or pull up to 50 pounds.
- May be required to see aircraft in flight, read dials/gauges. Identify small objects and hand tools.
- Must be able to see imperfections, micrometer readings and other small scales.
- Must be able to read and interpret newspaper and typewritten print.
- Must be able to communicate by voice and detect sound by ear.
- Must be able to distinguish colour and judge three-dimensional depth.
- May be required to operate power vehicles, machinery and hand tools, etc.
- May be exposed to certain obstructions on surface as well as ladders, stairs, etc.
- May be exposed to rapid or extreme temperature changes.
- May be exposed to chemical, mist, gas, vapors, ultra-violet and infrared radiation.
- May be exposed to extreme noise.
Work Environment: Works in a normal office environment with controlled temperature and lighting conditions. May be required to travel to and between remote location(s) in austere environments. May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure. May be exposed to extreme noise from turbine and jet engine aircraft. May be exposed to fumes or airborne particles; may be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft.
Travel
Travel to travel to and between CONUS and OCONUS location is required on regular basis
