Job Desc:

Highly technical safety position requiring a very detail oriented individual who works well independently or in groups. Position requires a highly motivated self-starter willing to work in a fast-paced environment with minimal supervision. Must remain calm and be the voice of reason in stressful situations. Must demonstrate a high-degree of competency and professionalism in the field of aviation safety, mishap prevention, and accident investigation. Individual shall be persistent in the face of difficult problems or challenges.


Job requires direct oversight and is responsible for all matters related to aviation and ground safety, occupational health, and environmental compliance for the Site.
 
The nature of this position requires assisting internal/external customers so the employee must strive to be cooperative, understanding, and able to work as member of the team. Must be willing and able to change directions with the needs of the work environment and take-on additional responsibilities based on operational needs. The incumbent should be Department of Defense (DoD) Aviation Safety qualified and must have held at least one position as an Aviation Safety Officer.

Principal Accountabilities


JOB DUTIES & RESPONSIBILITIES


  1. Plans, implements, and coordinate safety and environmental programs in accordance with the contract, as well as written regulations, procedures, and policies.
  2. Identifies safety and environmental hazards, risks, and promote the reduction or elimination of potentially hazardous conditions that may lead to accidents, occupational injuries, illnesses, deaths, and safety-related financial losses.
  3. Coordinates all safety-related activities within the assigned operational area in concert with the Site Manager’s desires, mission requirements, and U.S. Government directives.  
  4. Reports and investigates all aircraft, ground safety, and environmental accidents to determine the cause of the accident and formulate recommendations to help prevent similar mishaps in the future.  
  5. Provides detailed data-entry of technical information necessary to assist monitoring of mishap reports for accuracy and completeness.
  6. Performs extensive research dealing with OSHA and environmental regulations, vendor information, and logistical support for safety equipment and supplies.
  7. Shall report directly to the Country Site Manager with oversight from the Program’s Director of Safety.
  8. Responsible for the management and implementation of the safety program for Afghanistan.
  9. Shall ensure proper industrial safety procedures are followed in accordance with the contract and appropriate Federal, state, and local regulations, rules, and procedures.
  10. Provide administrative support including maintaining all departmental files, records, and publications needed to support organizational activities and to meet U.S. Department of State, Office of Aviation, Bureau For International Narcotics and Law Enforcement requirements.

 OTHER or ADDITIONAL RESPONSIBILITIES


  1. Provide written reports which are clear, concise and meaningful for all ground / aviation safety and environmental matters.
  2. Provide technical support in all types of Safety / Environmental issues such as data gathering, training, correspondence with CONUS and OCONUS internal customers, etc.
  3. When needed, perform duties as an active member of an aircraft accident board.
  4. When needed coordinate first responder duties during an on site accident.
  5. Develop required reports, conduct briefings, safety training, and when directed conduct quarterly safety and semi-annual safety stand down meetings.
  6. Assist in maintaining accident and incident records, files, and reports.  Requires data entry and corrections to files on an as needed basis.
  7. Conduct safety audits, fire extinguish inspections, and inspections of all first aid kits and other safety related equipment.
  8. Develop and maintain information technology work orders and confirm when work has been properly completed.
  9. Maintain and log all purchase request items to include when received.
  10. Process Occupational Hazard Reports including investigating the hazard and ensuring mitigations are in place.
  11. Conduct other tasks as identified by the Country Safety Manager.

Knowledge & Skills


  1. Expert knowledge in the technical field of aviation safety and accident prevention and experience in use of Department of Defense (DoD), FAA, NTSB, or ICAO documentation is required.
  2. Knowledge of DoD Air Mobile and Air Assault operations is desirable.
  3. Must possess excellent oral and written communication skills.
  4.  Must have the ability to pay close attention to details.
  5. Must be proficient in Microsoft Office Suite.
  6. Knowledge of OSHA and Environmental regulations is required.
  7. Knowledge of how to acquire Material Safety Data Sheets (MSDS) and understand regulatory requirements is required.
  8. Must have the ability to obtain and maintain a Department of Defense (DoD) Secret security clearance is a condition of employment. A current DoD Secret clearance is preferred.
  9. Must possess or have the ability to obtain a U.S. Passport prior to assignment.  This includes renewal and additional pages, if applicable.
Experience & Education

Five (5) years experience as an Aviation Safety Officer/Manager. Must have an FAA Commercial Pilots License – Instrument, with at least 1,500 hours of in aircraft flight time (R/W is preferred). Prior U.S. Military or DOD Aviation Safety Officer Experience is highly desirable. Previous experience in conducting aircraft accident investigations is highly desirable. Experience dealing with safety and environmental laws, rules, and regulations is required. Extensive experience in risk management and mitigation. Prior experience as an instructor pilot, standardization pilot, and/or instrument flight examiner is desirable.


Bachelor’s degree from an accredited College or University in an aviation related field of responsibility is required.


Or seven (7) years experience as an Aviation Safety Officer/Manager with an Associate’s degree or: With no degree, incumbent must have a minimum of ten (10) years experience as an Aviation Safety Officer / Manager may be substituted on a case by case basis. Incumbent must be able to prove past experience. Graduate from a DOD Aviation Safety and Accident Investigation Course or college degree from an accredited College or University with a major or minor in Aviation Safety or related field.



Physical Requirements/Working Environment


  1. Must be able to walk or stand on level and/or inclined surfaces up to three (3) hours per day and sit for up to five (5) hours per day.
  2. Must be able to routinely climb / descend stairs.
  3. On occasion must be able to lift 30 pounds.
  4. Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders.
  5. Must be able to read and interpret newspaper and typewritten print.
  6. Must be able to communicate by voice and detect sound by ear.
  7. Must be able to distinguish color and judge three-dimensional depths.


Works in a normal office environment with controlled temperature and lighting conditions. May be required to travel to and between remote location(s) in austere environments. May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure. May be exposed to extreme noise from turbine and jet engine aircraft. May be exposed to fumes or airborne particles; may be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft.



Travel


Travel to and between OCONUS locations is required.
