This position reports to the Corporate HR Director at Heroux-Devtek and has responsibility for: all activities related to the recruitment, selection, retention and separation of personnel throughout the company; completing all governmental and administrative reporting requirements consistent with state and federal law; reviewing, developing, implementing and monitoring policies and procedures related to personnel performance and safety; ensuring policies are applied consistently by managers; conducting and/or coordinating all on-boarding activities to minimize confusion by new employees; all activities related to employee relations; participate as a strategic member of the company management team to minimize personnel issues. In addition to a “solid line” reporting relationship to the company General Manager, this position also has a “dotted line” reporting relationship to the Heroux Devtek V.P. of Human Resources. This position must also work well with others to accomplish their responsibilities, including the Safety Manager, the company management team, an external network of colleagues supporting recruitment efforts, either formally or informally, and colleagues throughout the Heroux Devtek family of businesses.

| Requirements: |
Primary Functional responsibilities include but are not limited to:
- Oversees recruiting, testing, and selection process to fill vacant positions.
- Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance and consults legal counsel
- Develops and maintains a human resources system that meets top management information needs.
- Analyzes wage and salary reports and data to determine competitive compensation plan.
- Writes directives advising department managers of Company policy regarding equal employment opportunities, compensation, and employee benefits.
- Administers performance review program to ensure effectiveness, compliance, and equity within organization. Administers salary administration program to ensure compliance and equity within organization.
- Administers benefits programs and renewals such as life, health, and dental insurance, pension plans, vacation, sick leave, leave of absence, and employee assistance.
- Plans and conducts new employee orientation to foster positive attitude toward Company goals.
- Develops communication avenues for the shop floor personnel (monthly newsletters and crew meetings)
- Keeps records of benefits plans participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting.
- Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment.
- Advises management in appropriate resolution of employee relations issues.
- Investigates accidents and prepares reports for insurance carrier.
- Manages Safety Committee meetings and safety walkarounds.
- Prepares budget of human resources operations.
- Prepares employee separation notices and related documentation.
- Represents organization at personnel-related hearings and investigations.
- Assure training and compliance with Security Policies/ITAR that relates to protecting proprietary information.
- Contracts with outside suppliers to provide employee services, such as temporary employees.
Qualified candidates would have the following:
- 4-year degree in HR, business or related field or 8+ years experience as an HR professional
- PHR/SPHR certification preferred.
- Ability to effectively communicate to management and employee personnel to promote growth and maintain positive morale.
- In-depth knowledge of workforce regulations on a Federal and State level.
- Develop presentations, spreadsheets, and charts for upper management
ITAR Requirements: Incumbent will not have access to ITAR controlled information as a result of their regular duties; must meet eligibility to work in the United States.
