Air Wing Support Program U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL)
Mission: The U.S. State Department‘s Bureau of International Narcotics and Law Enforcement (INL) carries out U.S. foreign assistance programs for the control of international narcotics. This assistance is designed to help foreign governments improve their ability to develop and implement national strategies and programs to prevent the production, trafficking, and abuse of illicit drugs.
INL supports governments worldwide in their efforts to locate and eradicate drug crops, interdict drug production and trafficking activities, and develop their own institutional counter-narcotics aviation programs.
INL Support Program: DynCorp International (DI) is currently contracted to provide the U.S. State Department‘s Bureau of International Narcotics and Law Enforcement Affairs with critical depot maintenance, logistics support, search-and-rescue, security, and administrative support for down-range drug eradication operations in Bolivia, Peru, Colombia, Guatemala, Afghanistan, and Pakistan. |

Job Summary The incumbent will perform maintenance related function of assigned Rotary Wing INL/A assets in support of the U.S. Department of State (DoS), Bureau for Diplomatic Security (DS), under oversight from the Bureau for International Narcotics and Law Enforcement Affairs Office of Aviation (INL/A) at Patrick Air Force Base, Florida.
Principal Accountabilities JOB DUTIES & RESPONSIBILITIES 1. Services, repairs, and overhauls aircraft and aircraft engines to ensure airworthiness. 2. Reads and interprets manufacturers’ and maintenance manuals, service bulletins, and other specifications to determine feasibility and method of repairing or replacing malfunctioning or damaged components. 3. Performs miscellaneous duties to service aircraft, including flushing oil systems, cleaning screens, greasing moving parts and checking brakes. 4. Must be able to become qualified and perform engine runs for the aircraft type they are assigned to support.

Knowledge & Skills 1. FAA Air Frame & Power Plant license is required or equivalent home country certification if assigned OCONUS. 2. CMF 15 aviation MOS series or other military/commercial equivalent. 3. Must possess knowledge of aircraft sub-systems, including maintenance parameters, systems operation, limitations, and technical orders. 4. Possess, or ability to obtain DoS Moderate Risk Public Trust (MRPT) through DoS Background Investigation is a condition of continued employment. 5. Must possess a current passport or the ability to obtain one before assignment.
Experience & Education Five (5) years experience as a licensed Air Frame & Power Plant (or host nation equivalent) aircraft mechanic experience.
High School Diploma or equivalent required.
Physical Requirements/Working Environment 1. Must be able to walk and stand on level and/or inclined surfaces for up to twelve (12) hours per day and sit for up to eight (8) hours per day.
2. Must be able to distinguish color and judge three-dimensional depth. 3. Must be able to routinely climb/descend stairs. 4. Must be able to read and interpret newspaper and typewritten print, maps, aeronautical charts, and weather charts. 5. Must be able to crouch, crawl, routinely grasp or handle objects, use finger dexterity, bend elbows/knees and reach above/below shoulders. 6. Must be able to see aircraft in flight, read dials/gauges, identify small objects and hand tools. 7. Must be physically capable of climbing vertical ladders or built-in aircraft steps to heights of 10-12 feet. 8. May be required to lift up to 50 pounds to a height of four (4) feet and be required to lift up to 20 pounds to a height of seven (7) feet. 9. May be exposed to rapid or extreme temperature changes.
Must be able to travel to and between remote locations in austere and/or hostile environments. May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure. May be exposed to extreme noise from turbine and jet engine aircraft. May be exposed to fumes, gas, airborne particles, chemical mist, vapors, ultra-violet and infrared radiation. May be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft.
Travel Travel to and between OCONUS and OCONUS locations as requested is required.
