CRITERIA FOR GOVERNMENT CONTRACT ADMINISTRATOR- At least ten (10) years of experience in administering all types (Cost-Plus Fixed-Fee, Fixed Price, etc) of Government Contracts.
- A thorough understanding and working knowledge of the Federal Acquisition Regulations (FARs), the Department of Defense Federal Acquisition Regulations (DFARs).
- Have a working knowledge of Foreign Military Sales (FMS) Contracts.
- Ability to review Government Request for Proposal (both the RFP and Statement of Work), highlight area of concern and generate exceptions where required.
- Assist in the preparation of Government Proposals in support of other groups (Finance, etc) and possess knowledge of Government Cost Principles to insure the correct rates and the basis for rates are used in pricing proposals.
- Insure that when the proposal is submitted, it contains all the requirements in response to the RFP, such as Representations and Certifications, exceptions to terms and conditions and to the Statement of Work.
- Coordinate responses to any questions that the Government entity has on the proposal in a timely manner. Provide any audit support required.
- Possess good negotiation skills for face to face negotiation, resulting in a mutually acceptable Contract for both parties.
- Administer all aspects of the Contract, such as monitoring expenditures versus funds and request additional funds as required.
- Insure that all items in the Contract Data Requirements List (CDRL) are submitted in accordance with the requirements contained therein.
- Maintain a good working relationship with the Procuring Contracting Officer (PCO) and Authorized Certifying Officer (ACO) over the duration of the Contract.
- Interface with Defense Contract Management Agency (DCMA) and the Defense Contract Audit Agency (DCAA) as required
- Maintain accurate contract files, segregated by Contract, Modifications and correspondence and subjects.
- Generate subcontracts that “flowdown” from the Prime Contract those clauses that are required for the subcontract and, with the identification of the parties changed as appropriate.
Preferred Requirements:- Fluent in spoken and written English
- Minimum of five years experience of dealing with USG contracts
- Familiarity with PC based spreadsheets.
- Must have ability to work in a commercial environment with multinational personnel.
- Preferred candidate will have BA or BBA or JD and should demonstrate strong analytical skills and attention to detail.
- Preferred candidate should demonstrate strong verbal and written skills and have familiarity with government contracting strongly desired.
- Bachelors Degree in Business, Finance or Accounting Preferred But Not Required
