Job Description: The General Clerk II shall provide management, guidance and supervision for the overall operation of services provided in administrative support activities and coordinate personnel studies, programs, and applications. The General Clerk II shall meet the requirements of the daily activity routine, and participate in all Command and Staff meetings, briefs, and discussions as required but not limited to administrative support. The General Clerk II shall send out action notices to ensure that all due dates are met and also to proofread, edit, correct format, grammar and other errors in all written material. The General Clerk II shall conduct research, administer and conduct surveys, compile statistics and prepare reports and associated correspondence in order to properly draft correspondence, messages, directives, changes to directives, reports and memoranda. The General Clerk II shall prepare requests for ordering and maintaining a sufficient quantity of supplies and materials needed by the Administrative Services Division. The General Clerk II shall provide budget input as requested to project expenditures and equipment needed within the Administrative Services Division. The General Clerk II shall prepare requirements, as needed, for submission to the designated authority, concerning all Maintenance and Lease Contracts for the following equipment and equipment procured in the future to include but not limited to: fax machines, copier machines, computer equipment, ADP, computing peripherals, and all other machines designed for processing administrative tasking. The General Clerk II shall receive, route, edit, gather, and format input to various command level or higher echelon reports, assessments, data calls, reviews, that include, but not limited to; command history, economic impact, Mission Capability Assessment and management control review. The General Clerk II shall perform office automation services, as directed, for all command departments and staff functions. Provide information and instruction upon request to callers and visitors concerning administrative policies and procedures and staff and student locations. The General Clerk II shall provide and initiate office automation services, which may include but not limited to Naval and business letters, administrative reports, technical curriculum, memoranda, regulations, directives, mailing lists, programs, invitations, citations, briefs, presentations, charts, forms, graphs, flow charts, certificates and similar text documents. The General Clerk II shall transcribe such material from previously typed material, longhand submissions, electronic systems, WAN & LAN, Internet, CETARS or any acceptable standard similar to industry state-of-the-art from rough draft to final smooth copy. The General Clerk II shall assign job order priority, within the guidance parameters of the command group, and type in requested format. The General Clerk II shall update electronic bulletin boards. The General Clerk II shall act as Command Records Manager and provide guidance to the Departmental Records Managers on proper records maintenance and disposal procedures to include annual inventory and review of all command records. The General Clerk II shall administer/maintain files in HPE Records Manager EDRMS, or its’ replacement. The General Clerk II shall transfer historically significant records to the National Archives; retire semi-active records to the Federal Records Centers or other holding or storage areas; and destroy records when they are no longer needed. The General Clerk II shall track all APACT Student Gains. The General Clerk II shall have a system in place to track ALL COMMAND CORRESPONDENCE to include but not limited to, instructions, notices, letters, memorandums, evaluations, PIM, awards, etc…during all phases of processing to ensure timeliness of submission, approval and completion . The General Clerk II will provide the NATTC Executive Officer (XO) a weekly tracker report by Department of all overdue correGeneral Clerk IIondence for XO action. The General Clerk II shall process all personal and unit awards. The General Clerk II shall review awards, proofread and make corrections as necessary, and forward award recommendation to Commanding Officer for review, approval and signature. The General Clerk II shall forward awards to higher authority for approval, maintain an awards file, prepare awards for ceremony, and forward copy of award to Personnel Support Detachment (PSD) for entry into member's service record and forward copy to CNO. The General Clerk II shall process all staff military fitness, evaluation reports and Performance Information Memorandum (PIM). The General Clerk II shall prepare and maintain military fitness, evaluation, and PIM suspense lists and notify action office of due date. The General Clerk II shall review and proofread all military fitness, evaluation reports, letters of continuation, and PIM for completeness. The General Clerk II shall mail military fitness, evaluation reports, letters of continuation, and PIM to appropriate activity, and forward copies as appropriate. The General Clerk II shall review and process all officer and enlisted promotions and advancements. Prepare promotion, augmentation or selection notification, related acceptance documents, frocking letters and advancement certificates as appropriate. The General Clerk II shall prepare and process Retirement/Fleet Reserve packages to include: Fleet Reserve Certificates; CO Letter of Appreciation (LOA); LOA's for retiree's various family members; Presidential Certificate of Appreciation; Chief's Creed certificate; CMC Certificate of Appreciation; Watch Certificate; Flag Certificate; request for Presidential LOC's; and request Master Chief Petty Officer of the Navy LOA. The General Clerk II shall prepare reenlistment packages consisting of: Reenlistment Certificate, Honorable Discharge Certificate, Certificates of Appreciation, and 96-hour General Clerk IIecial liberty chit. The General Clerk II shall administer NSIPS database for the Command for processing leave requests for Staff and Students. NSIPS automates the processing of leave for staff and students. General Clerk II shall ensure NATTC Staff Personnel have required access and permissions to support the automated processing of leave. General Clerk II will also be responsible for contingency leave processing which will occur when NSIPS is unavailable or service member has not been gained by the Command. This process will require that General Clerk II back-fit leave that was approved through the following manual process into NSIPS once the personnel have been gained by the Command. Contingency Leave Processing procedures: Annotate departure and return time and date, determine the number of leave days, maintain leave control files and logs and assign locally generated Leave Authorization Numbers as stipulated in the Defense Joint Military Pay System (DJMS). Completed copies shall be manually back-fitted into NSIPS. General Clerk II shall verify the monthly Leave Reconciliation list. The General Clerk II shall provide office automation support services, which include but are not limited to fax machine, reproduction machines, and shredders. The General Clerk II shall operate the equipment per manufacturer's instructions and render assistance to personnel using the equipment, if needed. Provide operator assistance for malfunctioning machines (paper jams, etc.) and arrange for repairs beyond the scope of this contract.
Clearance Requirements: Secret Clearance
Hourly Rate: $15.88 per hour.
Additional Rate: $4.22 per hour for Health and Welfare. Wealth and Welfare rate can be utilized for any benefits such as: medical, dental, vision, etc. and whatever is leftover will roll into a 401k for yourself.

Contract Duration: This is a long standing contract that STi has recently been awarded. The contract with STi has a duration of 4.5 years, at which time the contract will be re-competed. STi and other vendors will bid at that time, and if in the event STi does not win the resulting contract, personnel on site have first right of refusal on a job offer from the incoming contractor. It is a long term position in that regard as personnel will just change their badging to the new company that takes over, but all positions will remain.
