We are seeking a talented Lead Developer to join our team. As a Lead Developer, you will contribute to the design, development, and maintenance of WebFocus solutions while embracing agile methodologies. Your expertise in WebFocus development, Geographic Information System (GIS) development and integration with Business Intelligence technologies, Oracle Spatial, and agile practices will be essential for success in this role.
Responsibilities
Software Development & Engineering
- Analyze business applications and translate design specifications into functional software.
- Develop block diagrams, logic flow charts, and work breakdown structures for complex tasks.
- Write, test, debug, and refine software using Java, Perl, SQL, and JavaScript.
- Enhance existing software to improve performance and efficiency.
- Ensure code quality and adherence to established standards and best practices.
- Participate in a 24/7/365 on-call rotation (typically one week every four weeks).
- Business Intelligence (BI) & Dashboard Development
- Design and develop BI reports and dashboards using WebFOCUS (App Studio, InfoAssist, Report Developer).
- Support software conversion, implementation, and change management for WebFOCUS environments.
- Lead BI development projects and enforce coding standards and templates.
- Work with reporting formats including Excel, PDF, HTML, and Active Technologies.
- Provide architecture and design support for BI solutions and mentor junior developers.
- GIS Development & Integration
- Lead GIS development and integration with Business Intelligence platforms.
- Manage, process, geocode, and maintain spatial data using Oracle Spatial.
- Create map layers using ArcMap or ArcPro and work with Map Services.
- Provide technical leadership and coaching to the GIS development team.
- Apply expert knowledge of system integration between GIS and BI technologies.
- Technical Leadership & Collaboration
- Provide technical direction and oversight to junior programmers and development teams.
- Collaborate with System Architects to design and plan development efforts.
- Identify technical dependencies and enablers for each Planning Interval (PI).
- Determine level of effort for backlog items and assist in project planning.
- Mentor new team members on development best practices and client standards.
- Prepare system-level and program-level documentation.
- Create operator instructions and maintain system documentation.
- Support version control, concurrent version management, and update/patching processes.
Qualifications
- Active Top Secret clearance.
- Bachelor’s degree in Computer Science or equivalent.
- Minimum eight (8) years of general programming experience, including:
- Java, SQL, JavaScript, and Perl.
- Five (5) years of WebFOCUS experience.
- Five (5) years of BI development experience.
- Three (3) years of GIS solutions experience using ESRI tools.
- Experience with:
- WebFOCUS tools (App Studio, InfoAssist, Report Developer).
- Reporting formats (Excel, PDF, HTML, Active Technologies).
- Oracle and PL/SQL.
- ETL processes and data warehouse concepts.
- HTML, CSS, JavaScript, jQuery, and modern web design methodologies.
- System integration between GIS and BI platforms.
- Complex data formats (XML, JSON, YAML) and related parsers (e.g., JAXB, GSON, JYaml).
Desired Qualification:
- Experience leading development teams and mentoring junior staff.
- Familiarity with WebFOCUS security concepts.
- Experience with GUI and text editor platforms.
- Five (5) years of Oracle development and production DBA experience.
- Three (3) years of core Perl development in an enterprise environment
