Manages Technical Baseline and Change Management to the baseline in support of the Littoral Combat Ship Program. Responsibilities include development and management of technical and programmatic changes to the proposals to the contract and implementation of change into the contract baseline. This position will work closely with and in support of the Class Services Configuration and Data Manager to control the overall program technical baseline and support change incorporation into the overall program baseline. In addition, the position with interact with and support the LCS Program Controls and Risk Manager in the Earned Value Management of the program baseline. These responsibilities will include Control Account Management (CAM) duties, development of monthly EPRS reporting, development of Variance Reports (VARs), conducting Estimate At Complete (EAC/ETC) analysis, and support to the overall financial business rhythm as required to support the programs financial baseline. These responsibilities will include liaison with internal program personnel within the Finance Department, the Shipyard Operations Department as well as other internal departments responsible for program work scope being assessed. Duties will include responsibility to development presentations and conduct of briefings to report monthly findings to Senior Program Management.
Must possess excellent communication skills both oral and
written. Strong background in Program Baseline management including management baseline changes. Knowledge of government defense contracting processes and requirements, including knowledge of certified proposal requirements. Strong Earned Value Management skills. Certified or ability to become certified as a Lockheed Martin Control Account Manager (CAM). Ability to interface with various program organizations and shipyard personnel on complex technical, financial or programmatic issues.
Technical background such as Engineering Degree or equivalent experience and demonstrated decision making skills. Past experience in Naval Shipbuilding programs. Past experience with certified proposal development. Past experience with Earned Value Management in support of Government Programs. Ability to distill complex program and financial information to core facts and present to senior management.
