SUMMARY
Manage accounting and budgeting department, providing information, primarily financial in nature, about all Company activities that will assist management, its shareholders and other users in making educated economic decisions about the Company's future.

DUTIES AND RESPONSIBILITIES include the following.
• Oversee the activities of the Company Accounting Department for the accurate and timely dissemination of financial management reports including, but not limited to, internal and external monthly financial statements, and annual audits and annual forward pricing proposals for direct labor rates and indirect overhead and G&A rates annual budgets.
• Provide the primary interface with DCAA related to disclosure statement, systems reviews, forward pricing rate proposals for labor rates and indirect overhead rates, and indirect cost submissions.
• Oversee the activities of the Accounting Department for the complete integration of all accounting issues and services including accurate and timely financial statement production, billing, payables, payroll and. cost distribution, and related reporting and compliance.
• Oversee the activities of the Disbursement Department, ensuring the accurate and timely processing of accounts payable, purchase orders, petty cash, core employee expense reports, cash control, core payroll processing and total company payroll tax compliance.
• Oversee the activities of the Accounts Receivable Department to ensure the accurate and timely management of all Accounts Receivable aging components including billings, cash receipts application, etc.; funding service management which includes weekly funding reports and customer service; quarter and year-end payroll closing including federal and state reports; and check statistic management.
• Assure company income tax compliance to assure the accurate and timely completion of company income tax returns taking full advantage of all favorable tax positions.
• Establish and maintain systems and controls which verify the integrity of all systems, processes and data, and enhance the Company's value.
• Respond to CFO as assigned with accurate and timely work to facilitate his/her financial needs.
• Participate in a wide variety of special projects and compile a variety of special reports.
• Communicate with co-workers, management, clients, franchisees, and others in a courteous and professional manner.
• Conform with and abide by all regulations, policies, work procedures, and instructions.
• Other duties may be assigned.

• Addressing complaints and resolving problems.
Job Requirements:
SKILLS AND ABILITIES
• Strong general ledger, accounts payable, accounts receivable, payroll, income tax and banking working knowledge.
• Prior experience in government contracting; FAR, CAS and DFAR required.
• Prior experience in project control is highly preferred.
• SEC/Contractual negotiation a plus.
• Strong managerial abilities.
• Demonstrated ability to anticipate and solve practical problems or resolve issues.
• Experience in month end close process adhering to established deadlines.
• Thorough working knowledge of Generally Accepted Accounting Principles.
• Advanced knowledge of Microsoft Excel, Access, and other Microsoft Office Applications.
• Spreadsheet proficient (hardware and software).
• JD Edwards System experience and/or similar ERP system experience preferred.
• The ability to understand and follow instructions and the ability to concentrate is required.
• Excellent written, verbal, communication and interpersonal skills.
• The ability to get along with others or to be part of a team.
• Access to Export Control Information.
• Regular attendance at the worksite.


EDUCATION and/or EXPERIENCE
• Bachelor's degree (B.S.) from four-year College or University in Accounting or Finance plus CPA or CMA certification and at least 10 to 12 years hands-on accounting managerial experience or equivalent combination of education and experience.
