Job Description:

Serves as an Airport Planning Specialist in the Office of Airports, Airport Planning and Environmental Division, (APP-400). As a recognized expert is responsible for developing and coordinating various airport planning policy and guidance documents.

Duties

Provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Provides assistance and guidance to FAA Regional and District Office personnel, airport operators, state aeronautical agencies and consultants in resolving airport planning issues on both a location-specific basis and at the national level.

Provides project leadership, technical expertise and guidance to management that demonstrates advanced knowledge and a comprehensive understanding of the relationship between airside and landside capacity, airport master and system planning, airport demand forecasting, and capacity and delay analysis, including facility planning, and related airport and aviation planning functions.

Issues significant technical, policy, and program-level guidance to both internal and external stakeholders on civil airport planning processes, including an understanding of the relationships between the entities that own and operate public use civil airports; airlines, airport tenants, and user groups; neighboring communities; metropolitan planning organizations; and airport planning and consultants.

Leads the development of civil airport planning and design standards, including critical and protected surfaces for airport safety and operations. Directs, and/or analyzes studies prepared with computer-based tools for modeling airport capacity, operations and delay (such as Runway Simulator, SIMMOD, TAAM or similar models).

Supplies broad, comprehensive guidance on the development of airport master plans, system plans and the resolution of complex technical airport planning issues involving land use, financial, environmental, airport design, construction and operational issues. Supports civil airport planning functions based on knowledge and application of airport financing and related tools.

Frequently conducts internal and external presentations, including workshops, symposiums, and conferences related to airport planning. Participates on airport and aviation industry committees. Collaborates with internal and external stakeholders in support of technical analysis and processes; and on national policy. Provides advisory services to the public on airport and system planning, and related matters.

Applies and integrates financial and technical analysis to support airport and aviation studies and the development of policy and guidance. Provides leadership and advanced technical analysis in identifying and analyzing emerging issues, working both independently and collaboratively to develop and evaluate alternatives to resolve problems and improve existing or the development of new processes.

Contacts are internal and external. Often represents the Division and the LOB as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/ policies/issues. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.

Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations as situations require.

Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

Experience leading and demonstrated expertise preparing airport master plans including, demand capacity and facility requirements analysis, preparation and/or review of airport layout plans, conducting focused/advanced technical planning, and planning practitioner experience in civil airport and aviation planning processes used for airport infrastructure development.

OR;

Experience leading and demonstrated expertise in airport or airline forecasting using common data sources and metrics, and knowledge of current operational trends and airline network strategies.

OR;

Experience leading and demonstrated expertise conducting quantitative analyses of aircraft operations, airport finances, and/or technical matters to support studies and subsequent institutional decision making, including the development of policy and guidance.

OR;

Experience leading and demonstrated expertise conducting technical analysis to resolve complex airport planning issues on either a location-specific basis or at a system level.

OR;

Experience with data science methodologies, processes, algorithms, tools, systems to extract, interpret, visualize findings, and display geospatially from varied data sets.
