Job Description:
The Aviation Safety Inspector (Cabin Safety) is assigned to the Aircraft Evaluation Division AFS-100 is responsible to standardize training and certification as the basis for follow-on continuous operational safety programs.
Duties

Develops a work program to allocate time between each of the AED branches as needed.

Determines the training validated by the AED and includes in the Flight Standards Board (FSB) report, used as the basis document for principles to reference when they review a carrier’s proposed training program.

Serves as the technical advisor to the FSB lead on assigned areas of the proposed flight attendant training program and all cabin safety related programs and processes.

Coordinates and validates technical instructions, policies, orders, and procedures through the FSB lead and related Federal Aviation Administration (FAA) personnel to ensure comprehensive content of training curriculum.

Conducts investigations related to FAA and National Transportation Safety Board (NTSB) safety recommendations as well as congressional inquiries related to cabin safety issues, aircraft incidents and accidents when requested.

Serves as the team leader for applicants and certificate holders in performing evacuation demonstrations of aircraft.

Provides verbal and/or written technical assistance to the FSB lead as well as to legal counsel. Assists the NTSB and FAA Aircraft Accident Investigation teams in determining the appropriateness of cabin safety personnel actions before, during, and after the accident/incident sequence. The cabin safety chair will be prepared to testify at court trials, formal NTSB hearings, congressional hearings, and give depositions when required.

Participates in FAA special projects as well as international working groups to harmonize cabin safety training programs, procedures, and policies. Reports project and working group activities to the appropriate AED manager for dissemination. Serves as an expert national resource and international resource and will be available as a subject matter expert to advise FAA Headquarters personnel as required.

Validates training courseware and training course delivery. May provide post course field support to aviation safety inspectors, front line mangers, and managers on all aspects of cabin safety and cabin operational policies and procedures.

Provides technical support regarding safety in all cabin procedures, including aircraft emergency equipment for assigned air carriers, air operators and certificate applicants.

Implements new Flight Standards system safety business processes and regulatory requirements and introduces those concepts and principles to the aviation industry and other stakeholders.

Performs initial certification of new operators in all cabin safety related areas. Reviews all documents and evaluates all plans to ensure compliance with the title 14 of the Code of Federal Regulations (CFRs), FAA policy, and appropriate FAA guidance.

The position requires the application of independent judgement and a high degree of innovation in accomplishing duties and identifying situations having impact on the agency’s designee program. The employee keeps the supervisor informed of progress and potentially controversial matters. Decisions have broad impact on FAA designee programs and aviation safety.

  • US Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must submit an SF50 (See Required Documents).
  • May be used to fill positions in any FS100 branch.
Qualifications

Basic Requirements.

All applicants must meet the following basic requirements:

a. Not more than two separate incidents involving Federal Aviation Regulations violations in the last five

b. years;

c. Valid State driver’s license;

d. Fluency in the English language;

e. No chemical dependencies or drug abuse that could interfere with job performance; and

f. High school diploma or equivalent.

Medical Requirements.

The minimum medical requirements include the following:

Applicants must be physically able to perform the duties of the Aviation Safety Inspector (Cabin Safety) position in a safe and efficient manner, with or without a reasonable accommodation.

a. Have good distance vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted)

b. Have the ability to hear the conversational voice (hearing aid permitted); and

c. Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft.

Applicants not requiring valid second-class FAA medical certificates who are tentatively selected will be required to:

d. Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or

e. Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Experience includes: assisting, conducting, or performing various technical functions related to certification of Cabin Safety Operations for passenger carrying multi-engine aircraft over 12,500 gross takeoff weight.
