Job Description:
The Regional Compliance Specialist (RCS) provides support for one or more of the following regional programs and activities contributing to the safety of the National Airspace System (NAS): Airman Medical Certification, Air Traffic Control Specialist (ATCS) Health, ATCS Applicant Medical Clearance, Aviation Medical Examiner (AME) Designee Management, Aviation Medical Examiner (AME) Surveillance and Internal Substance Abuse (ISAP).
Duties Help

The Compliance Specialist position performs a mixture of basic routine (but progressively more difficult) or multiple and varying assignments under the close or limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. The Compliance Specialist assists other employees or acts as a contributor and/or member of a team.

FV-G

Provides support to the Airman Medical Certification Program by assisting physicians/medical officers with analyzing and evaluating medical certifications to ensure issuance to medically qualified airmen. Assists in comparing the evaluations of ATCS and ATCS applicant physical exams against program requirements. Coordinates with physicians/medical officers to ensure that an appropriate number of qualified physicians are selected, designated and trained as Aviation Medical Examiners (AMEs) for conducting FAA medical examinations of civil airmen, and accompany offices to AME site visits to assist with quality assurance reviews. Assists in all phases of the DOT drug and alcohol testing program, including pre-employments/pre-appointment, random, follow-up, reasonable suspicion, and post-accident testing are coordinated.

Applies experience and basic technical knowledge applicable to accomplish assignments through the use of analytical and evaluative methods and techniques to assess programs within the Regional Aerospace Medicine (AAM) Division. Collects and analyzes data and information to support AAM program activities.

Coordinates with a manager, project/program manager, team leader, or more experienced technical specialist to plan time and use assigned resources to accomplish assignments. Analyzes existing and draft polices and manual chapters and provides findings to the appropriate individual. Maintains compliance with the Quality Management System requirements. Utilizes automation software and hardware, including medical clinical information databases and analytical tools, to input, retrieve, review, and analyze information from a variety of sources to support the summarizing of medical information and documents. Determines if medical documentation is compliant with Federal laws, regulations and other mandatory guidelines.

FV-H

Applies experience and detailed technical knowledge applicable to accomplish assignments through the use of analytical and evaluative methods and techniques to assess the effectiveness of program operations and programs such as the Airman Medical Certification, Air Traffic Control Specialist (ATCS) Health and ATCS Applicant Medical Clearance, and/or American Medical Examiners Surveillance and Designee Management. Utilizes analytical techniques and software tools to review, interpret, and synthesize medical information and documentation, ensuring accuracy, compliance, and effective program integration.

Monitors and evaluates medical certifications to ensure compliance with FAA regulations, verifying that certificates are issued only to medically qualified airmen. Analyzes and reviews the ATCS and ATCS applicant physical exams to confirm alignment with program requirements and regulatory standards. Provides support for workforce planning efforts by assessing the selection, designation, and training of Aviation Medical Examiners (AMEs) to ensure an adequate number of qualified physicians are available to conduct FAA medical examinations. Tracks and evaluates AME site visits and quality assurance reviews, compiling data to assess trends, identify patterns and gaps, and area for enhancement, ensuring adherence to established policies. Coordinates and analyzes activities related to the DOT drug and alcohol testing program, including pre-employment/pre-appointment, random, follow-up, reasonable suspicion, and post-accident testing procedures.

Assignments may include identifying problems, performing investigations and inspections activities, assuring understanding of and compliance with Federal laws, regulations and other mandatory guidelines.

Qualifications

To qualify for this position at the FV-G (FG/GS-5-9) level, applicants must have at least three (3) years progressive general experience analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; planning and organizing work; and communicating effectively orally and in writing. At least one (1) year of specialized experience must be equivalent to the FV-F (FG/GS-4) level in the administrative, professional, technical, investigative or comparable work area.

Education

4-year course of study leading to a bachelor's degree from an accredited college or university

OR

Combination education and experience may be qualifying for this position. Refer to OPM's Operating Manual Qualification Standards at, http://www.opm.gov/qualifications/sec-iv/a/gs-admin.asp for more information.

To qualify for this position at the FV-H (FG/GS-10-12) level, applicants must possess one (1) year of specialized experience at the FV-G (FG/GS-5-9) level. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience includes: 1) evaluating business processes, systems and operations to identify areas of non-compliance or potential exposure to legal or regulatory risks; 2) communicating with technical and non-technical audiences, responding to inquiries or requests for information, and representing the organization in regulatory inspections, compliance audits, and/or enforcement actions; 3) coordinating data from different databases in preparation for integrated analysis and interpretation of highly specialized data, using statistical theories and techniques to solve problems and draw rational inferences.

Education

  • Ph.D. or equivalent doctoral degree; or
  • 3 full years of progressively higher-level graduate education leading to such a degree; or
  • LL.M., if related
