Qualifications TO QUALIFY FOR THE FV-G (FG/GS 5-9) level you must demonstrate in your application that you possess at least three (3) years of progressively responsible general work experience demonstrating the ability to analyze problems to identify factors, gather pertinent data/information, recognize problems and/or solutions, plan and organize work and effective communication. At least one (1) year of experience must be equivalent to the FG/GS-4 level work in the administrative, professional, technical, investigative or comparable work area.
OR
Education Substitution: Successful completion of a full 4 year course of study in any field leading to a bachelor's degree, gained from an accredited college or university.
OR

AND
QUALITY RANKING FACTOR (QRF): A well-qualified candidate will have experience preparing and reviewing drug and alcohol investigations/inspection reports, and experience applying Title 14 Code of Federal Regulations (CFR), Part 120 and Title 49 CFR Part 40, drug and alcohol testing regulations within their resume.
