Job SummaryThe Global Research and Analysis Specialist contributes experience and expertise to the analysis and reporting of Operations subjects. The Specialist is expected to collaborate with colleagues in ATS Units, Information Management and other groups to initiate, plan and lead analysis on initiatives in support of NAV CANADA’s overarching objectives.

Key Accountabilities:

  • Support the work of Canadian and International Panels such as ICAO North Atlantic Region Working Groups, and the work of the ICAO Separation and Airspace Safety Panel (SASP).
  • Conceive and produce other Models and assessments such as those for Aircraft Collision Risk.
  • Conceive and adapt mathematical and statistical methods to identify & provide support for specific challenges in Service Delivery.
  • Design research projects that apply valid scientific techniques and utilize information obtained from baselines or historical data to structure efficient and effective analyses.
  • Develop and test sampling techniques and analytical methods.
  • Examine theories, such as those of simulation, probability, and inference to discover mathematical bases for new or improved methods of obtaining and evaluating data.
  • Evaluate data to determine completeness, accuracy, timeliness and ultimately usability.
  • Identify relationships and trends in data, as well as any factors that could affect the results of research.
  • Evaluate mathematical methods and procedures used to obtain data to ensure validity, applicability, efficiency, and accuracy.

Job Requirements

Education:

  • Hold a Masters in Operations Research, Mathematics, Statistics, Computer science, Engineering or a related quantitative discipline; and relevant work experience.

Experience:

  • 5&43; years of providing data analyses and reporting services; including the collection and validation of data; and the development of statistical performance measurement and monitoring tools.
  • Demonstrated experience in computer programming for mathematical, statistical and data analysis in a scripted language such as Python, R, Matlab, C, Fortran, Java or similar.
  • Developing or adapting forecasting and analysis models and methodologies.
  • Experience with the delivery of Presentations to senior levels of management and to external bodies.
  • Experienced in programming languages (e.g., Python, R, Matlab) and tools like SAS and Excel, with strong skills in advanced statistical techniques.

Knowledge:

  • Advanced knowledge of data gathering, data wrangling, and data management techniques.
  • Generating and using advanced mathematics/statistics/algorithms to solve problems, including the ability to implement methods in a scripted programming language.
  • Specific mathematical skills required may include some of the following: probability, statistics related to probability distributions, practical numerical analysis (integration, interpolation, regression etc.), linear optimization, combinatorics, operations research, game theory, data smoothing, survival/reliability theory, uncertainty analysis, or machine learning.
  • Translating mathematics/statistics theory to practical applications and communicating to parties at all different levels within and external to the company.
  • Understanding the implications of new data and information for both current and future problem-solving and decision-making.
  • Identifying complex problems, researching, and developing options and implementing solutions.
  • Proficient in data analysis, identifying innovative solutions to risk management issues, and organizing tasks or information in a systematic way.

Abilities:

  • Ability to choose the right mathematical methods/formulas (mathematical reasoning), apply general rules to specific problems (deductive reasoning), and combine information to form general conclusions (inductive reasoning).
  • The ability to arrange things or actions in a certain order or pattern according to a specific rule or set of rules (e.g., patterns of numbers, letters, words, pictures, mathematical operations).
  • Ability to manage time effectively, prioritize tasks, and adjust as needed to meet deadlines and demands.
  • Demonstrated initiative in self-learning new analytical, statistical, and mathematical techniques.
  • Identifying complex problems, researching, and developing options and implementing solutions.

Personal Suitability:

  • Ability to communicate (verbal, written, active listening) effectively as appropriate for the needs of the audience.
  • Interpersonal skills; specifically, tact, diplomacy, and leadership; to gain the cooperation and support of NAV CANADA staff in other units.
  • Monitor and assess performance of yourself, other individuals, or organizations to make improvements or take corrective action.
  • Identify measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.
  • Understanding the implications of new data and information for both current and future problem-solving and decision-making.

Working conditions:

  • This position is based at the Ottawa Head office but may be eligible for a flexible work arrangement.
  • Travel within Canada and internationally.
