Role
To ensure compliance with regulatory standards, company procedures, and safety policies, and that planned and ad-hoc maintenance activities meet both regulatory standards and company procedures.
Accountable to
STS Accountable Manager MAA and Civil NAA.
Responsible for the Following STS UK Departments
Compliance.
Appointment of Deputy Head of Compliance
The Head of Compliance is required to identify a Deputy to act in their absence. Whenever possible, the Head of Compliance and their Deputy should not be unavailable at the same time. Should this situation arise, the Accountable Manager must be informed.

Specific Duties and Responsibilities
Accountable Manager
- Shall have direct access to the Accountable Manager on matters concerning the Quality System.
- Establish regular meetings with the Accountable Manager to appraise the effectiveness of the quality system, including details of any reported discrepancy not being adequately addressed by the relevant person or in respect of any disagreement concerning the nature of a discrepancy.
- Compliance with MAA and NAA Regulations
- Ensure full compliance with MRP and Civil NAA Part 145 and remain continually aware of any changes to regulations.
- Establish an independent Compliance Assurance System to monitor compliance of the MRP and Civil Part 145 organisation with all regulatory requirements.
Audit
- Production and implementation of the Part 145 audit programme.
- Follow up and closure of any non-conformance.
- Implement a quality audit programme in which compliance with all maintenance procedures is reviewed at regular intervals in relation to each type of air system (or component) maintained, including the management and completion of audits and production of audit reports.
- Ensure Safety and Compliance Audits as prescribed by the Audit Plan.
- Carry out unplanned Quality audits as and when requested by the Accountable Manager or Nominated Post Holders.
- Report findings or concerns to the Accountable Manager or Nominated Post Holders.
- Ensure the adequate and appropriate closure of audit findings with respect to root cause analysis, corrective and preventative actions within the identified timescales.
- Facilitate NAA Audits on STS.
Staff Authorisations
- Manage the Part 145 certifying staff authorisation system.
- Provide updated lists of Certifying Staff every six months to the NAA.
- Issue, renew, and cancel certifying/support staff authorisations.
MOE
- Compile submissions for MOE revisions as required, including Form 3 submissions.
Procedures
- Prepare standard practices and procedures (MOE and associated procedures) for use within the organisation, ensuring their adequacy regarding Part 145 and any amendments to the Regulation/Regulatory Articles.
NAA
- Maintain positive relationships with NAA.
- Confirm in writing to the MAA at least every 3 years, and prior to any formal Surveillance audit, that the contents of the approval certificate and exposition remain valid.
- If STS Aviation Services chooses not to exercise the privileges of the approval within a 2-year period, it shall be surrendered unless a contractual requirement for its retention can be demonstrated.
- Notify the competent authority, as applicable, of maintenance activities conducted outside the approved locations.
- Monitor NAA updates to ensure STS has awareness and reacts accordingly.
- Ensure that mandatory reporting (such as MOR) is carried out within the required timescale and that reports are actioned as required.
STS Forms
- Manage the CAA/EASA forms used by STS, ensuring they have form numbers and revision details as required.
Compliance Staff Welfare
- Manage and ensure welfare of staff in the STS UK Compliance Team at all locations.
- Establish and identify TNA and PDP for all members of the STS Compliance Team.
Approved Suppliers
- Assess providers of components, standard parts, materials, and contracted organisations for satisfactory product quality in relation to organisational needs.
Customer Quality Requirements
- Ensure that the Part 145 organisation complies with customer quality requirements.
Control of Subcontractors
- Assess subcontractors working under the quality system and maintain expertise to do so to the satisfaction of the MAA.
Compliance Team Availability
- Establish and manage a system to provide 24/7 access to the STS Compliance Department.
Continuous Improvement
- Ensure continuous improvement skills and behaviours are embedded in the STS working environment.
- Contribute to the development and implementation of the quality strategy, plans, and programmes that deliver continuous improvement in customer satisfaction, product quality, and cost of quality.
Occurrence Reporting
- Coordinate action on airworthiness occurrences and initiate further investigation and follow-up as necessary.
- Establish feedback from maintenance incidents/issues and feed this into continuation training.
- Ensure observed non-compliances or poor standards are brought to the attention of the person concerned via their manager.
- Unless previously reported by the Operator, report in conjunction with the SMS Manager to the manufacturer and regulator any condition of the air system (or component) that could hazard safety.
AS9110
- Ownership of the STS AS9110 Approval.
Meeting Ownership
- Safety and Quality Review Board (SQRB).

Qualifications and Experience Requirements
- Detailed knowledge of MAA, EASA, and CAA Part 145 and its practical application.
- Previous auditor experience in an aviation environment.
- Knowledge and experience of AS9110 requirements.
- Formal aviation technical training.
- Current in Human Factors (HF), Fuel Tank Safety (FTS), and Electrical Wiring Interconnection Systems (EWIS) training.
- Experienced and competent investigator.
- Eligible for UK airside security passes under DFT regulations.
- Full, clean UK Driving Licence.
- Passport for travel within the role requirements.
- Previous aircraft maintenance environment experience.
- Proficient in Microsoft Office applications.
- Background/understanding of Part 21 subpart G Production activities.
