Job Description:

Essential Responsibilities:  

  • The Scheduler III is responsible for managing the day-to-day operations of an aircraft Plans and Scheduling office in  accordance (IAW) DAFI  21-101, Aircraft and Equipment Maintenance Management,  and other applicable instructions in support of  the 316th Wing and 1st Helicopter Squadron Production Control.
  • Scheduling Responsibilities Include: Manage all aspects of building the annual, quarterly, monthly, and weekly Maintenance and Flying Schedule (flying schedule) to include committing at least ten aircraft daily (aircraft scheduled for flight, spares, alerts, ground trainers and static display) Monday through Friday on the published weekly flying schedule.
  • Meet timelines as specified in DAFI 21-101 for producing the quarterly, monthly, and weekly flying schedule.
  • Manage the phase flow by scheduling the aircraft required to ensure an uninterrupted flow of aircraft into phase dock.
  • Meet the performance standard for hours remaining until phase inspection is due.
  • Schedule all TCI/SI for on-time completion.
  • Assign Job Control Numbers for all scheduled TCIs/SI.
  • Compute Maintenance Scheduling Effectiveness.
  • Attend meetings as directed.
  • Assist in the preparation of Technical Assistance Requests/Maintenance Assistance Requests in accordance with TO 00-25-107, Maintenance Assistance.
  • Adhere to and accomplish the First Look Report for the upcoming fiscal year.
  • Documentation Responsibilities Include: Forecast, request, and account for government furnished munition items in accordance with TO 00-20-9, Forecasting Replacement Requirements for Selected Calendar and Hourly Time Change Items, Section I and DAFI 21-101, Munitions Management, Chapter 7.
  • Maintain historical documents and maintenance data essential for the development of wing plans, schedules, and analysis of maintenance events.
  • Compile documents for impounded aircraft.
  • Perform the semi-annual job standard master listing inspection.
  • Ensure Time Change Items (TCI)/Special Inspections (SI) are loaded, tracked, and validated. Initiate an AF Form 2410, Inspection/TCTO Planning Checklist, or locally developed product for each aircraft prior to the pre-inspection meeting.
  • Maintain aircraft jacket files and historical documents IAW DAFI 21-101, Chapter 14 and TO 00-20-1.
  • Notify Item Manager when items are received without an AFTO Form 95.
  • Aerospace Vehicle Distribution Officer (AVDO) Duties Include: Produce and reconcile daily and monthly flying hour reports.
  • Reconcile the accomplishment of annual flying hour goals with Squadron Aviation Resource Management.
  • Manage aircraft inventory and utilize the correct purpose identifier code for aircraft IAW DAFI 21-103, Equipment Inventory, Status and Utilization Reporting, Chapter 2.
  • Maintain the inventory and utilization portion of the IMDS inventory, status, and utilization subsystem.
  • Prepare purpose identifier code messages when required due to possession change to depot facilities for programmed depot level maintenance (PDM).
  • Completes quarterly verification reports and informs MAJCOM of any inconsistencies for Financial Improvement and Audit Readiness (FIAR) compliance.
  • Send all gain/loss messages through the Contracting Officer Representative.
  • Engine Management Responsibilities Include: Manages all aspects of Stock Record Account Number duties.
  • Compile daily engine status reports utilizing Comprehensive Engine Management System (CEMS) Screen A590, Daily Engine Report.
  • Reconcile data between engine and aircraft historical data daily. Validates that the status of engines reported in CEMS matches information in IMDS. Prepares Product Quality Deficiency Reports for engines, engine parts, or combining gearbox assemblies received with anomalies. Prepares the six-month scheduled engine forecast for inclusion in the flying schedule. Completes quarterly engine inventory reports and informs MAJCOM of any inconsistencies for Financial Improvement and Audit Readiness (FIAR) program. Manages the squadron engine FIAR program by conducting a weekly accountability inspection of all spare engines. 
  • Time Compliance Technical Orders (TCTO) Manager Responsibilities Include: Manage the TCTO program.
  • Load TCTOs and OTIs into the Maintenance Information System (MIS).
  • Requisition parts or kits within three (3) business days after base receipt of Time Compliance Technical Orders (TCTOs) or One-Time Inspections (OTIs). Load TCTOs and OTIs.
  • Comply with an annual TCTO status review between IMDS and REMIS. Brief the MXG/CC or equivalent weekly on unaccomplished TCTOs that are within 60 days of grounding.
  • Chair a monthly TCTO Review meeting to discuss supply reconciliation, supply
  • status, scheduling factors, current TCTO status and anticipated problems for all active TCTOs. 
  • Accomplish the annual status review and reconcile rescinded TCTOs using a REMIS Master TCTO report.
  •  Additional Responsibilities Include: Comply with written guidance required for
  • documentation of inspections, time changes and TCTOs for aircraft, engine and AGE historical records maintained in jacket files as well as in automated records in the MIS.
  • Attend required training courses outlined in DAFI21-101, Chapters 4 and 5. Comply with office worker uniform dress code and professional business appearance standards.

Minimum Requirements:

  • Must have a general knowledge of aircraft maintenance, systems, and parts.
  • A military background in maintenance analysis is required.
  • Very good communication skills and personnel management skills are required.
  • Must be capable of developing and administering computer products such as Microsoft Office (MS Word, Excel & PowerPoint) and be familiar with  Maintenance Information System (MIS) to retrieve and input information.
  • Must be proficient in personal computer use to include a working knowledge of Microsoft Office Products to include EXCEL, PowerPoint, and Word.
  • Must possess strong oral and written communication skills and be capable of working in an exceptionally dynamic scheduling environment.
  • Must be able to obtain and maintain a Secret security clearance. NOTE: US Citizenship is required to obtain the clearance.
  • Performs other duties related to the occupational field as assigned, to include :temporary duty and travel assignments as required.  
  • Must be able to obtain and maintain a flightline drivers license. 

Preferred Qualifications:   

  • The Rotary Wing Scheduler III will have a minimum of eight years of experience in plans, scheduling and documentation functions with a United States Military or Equivalent Civilian Unit or at least three years of first-hand experience building and executing a Maintenance and Flying schedule with the 316th Wing at Joint Base Andrews is preferred.
  • Knowledge of Microsoft Access and Project is preferred.
  • Must have a strong working knowledge of the MIS (Integrated Maintenance Database System or GO-81) is preferred.
