This position will be in the Associate Administrator for Aviation Safety, Office of Rulemaking, ARM. As a Program Analyst in the Office of Rulemaking, performs a combination of routine, multiple, and varying assignments under the general direction of a manager. Applies regulatory policy and process management strategies to FAA actions focused on providing improved aviation safety through timely and appropriate regulatory action.
Duties
The selectee will act as a rulemaking team subject matter expert on the FAA&39;s regulatory processes to provide regulatory and FAA process guidance to that team. Incumbent will assist in facilitating and coordinating meetings of the rulemaking team and of associated work groups. Research, analyze and interpret regulatory and policy guidance related to aviation safety. Additionally, the incumbent will support ad hoc activities, projects and/or programs. Incumbent will analyze and evaluate program, policies, or procedures and identify and make recommendations for improvements in organization effectiveness. Also, the incumbent will be responsible for logging and coordinating multiple communications regarding project processes and current status. The incumbent will respond to internal or external communications and requests for proposed regulatory actions or relief from specific regulation. Incumbent will prepare documents and briefings regarding project status, complex processes or other actions in support of the mission of the FAA Office of Rulemaking.
Incumbent will use experience and a detailed knowledge in the performance of the following duties, as well:
Project Management, including:
- Assisting in the planning, implementing and completion of work of the projects team to achieve organizational goals.
- Ensuring proper inter-office coordination of documents and providing feedback to management.
- Recommending strategies to meet stakeholders requirements.
Quality Assurance /Control, including:
- Identifying flaws within current processes and recommending new and/or modified processes.
- Conducting periodic reviews of work products to identify errors to enhance quality of the project.
Response to internal and external inquiries, including:
- Overall project status
- Status of any individual sub-milestone or deliverables
- Petitions for exemption or clarification of regulatory documents
At the H-band, the duties include:
As a Program Analyst in the Office of Rulemaking, incumbent will perform multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Applies rulemaking, exemption, and rulemaking committee actions focused on providing improved aviation safety through timely and appropriate regulatory action.
Project Management, including:
- Conduct review, analysis, and evaluation of agency-wide rulemaking policies and apply to rulemaking process as needed;
- Ensuring proper document drafting, coordination, and communication;
- Identification of stakeholder requirements and design of strategies to meet those needs;
- Integration of tasks completed by others into a cohesive and consistent project deliverable;
Quality Assurance/Control including:
- Develop and monitor project schedules to ensure on-time deliverables;
- Conducting periodic reviews of work products to ensure any errors are identified and resolved;
Facilitation of meetings with colleagues and peers:
- Identify strategies to facilitate and coordinate meeting with stakeholders;
Response to internal and external inquiries including:
- Overall project status;
- Status of any individual sub-milestone or deliverable;
- Logging and coordination of multiple communications regarding project elements and compilation of reports showing any trends in received inquiries or concerns;
Official records handling, retention and disposition.
Use of standard desktop tools for project tracking including spreadsheets, databases, and collaboration support tools.
