Job Summary


The Senior Supply Chain Analyst will report to the Supply Chain Director and directly support U.S. Navy subsurface programs. This position requires practical knowledge of  how to propose, execute, and sustain production and spares product lines. As a member of a product team in a matrixed environment, you will frequently need to communicate within and outside of your functional area, internal/external suppliers, and internal/external customers.  Accordingly, it requires your ability to influence others outside of your immediate work area to explain gain alignment on plans, policies, practices, and procedures.



The successful candidate will be able to demonstrate basic/applied knowledge of the material requirements planning (MRP) process, project management, and financial management.  Key activities typically include: proposals, financial management (i.e., Earned Value, budgets, targets, working capital, material forecasts, etc.); participation of the supplier management process (i.e., Supplier Risk/Opportunity Management Plans, supplier performance, metrics, international issues, develop/evaluate the make/buy strategy, the Collaborative Agreement process, etc.), and communication of customer flow-through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc.


Job Responsibilities



  • Prepare new business proposals; drive material pricing actions and supply chain direct labor basis of estimate preparation

  • Attend procurement kick-off meetings with the procurement team defining the scope of the award and expectations on order placement

  • Interact with Program Management on Program Cost issues and required details.

  • Measure Target Costs against Proposal Costs and work with Supply Chain Management on methods to meet targets

  • Support material planning and scheduling tasks as needed to maintain the master production schedule

  • Review open requisitions weekly and meet with the appropriate Supply Chain Manager on the progress of order placements

  • Review placement to requisition need, date, and length of time in purchasing

  • Advise other internal departments (including; production and material planning, engineering, and contracts) of changes in prices and/or lead times that may impact production cycles

  • Be the communication interface between commodity buyers and their suppliers with the program teams

  • Expedite critical components to ensure on-time deliveries, addressing any current or potential parts issues

  • Manage  key metrics and proactively address supplier, program, and customer issues and needs

  • Maintain/Assess the integrity of the MRP environment and programs performance within that environment

  • Cost Account Manager (CAM) for EVMS requirements

  • EAC development and cost performance management

  • Material financial analysis and forecast for bookings, sales, profit, and cash

  • System audit/compliance reviews and support

  • Use Excel and other tools to transform raw data into meaningful formats that assist in decision making


Job Requirements:
Qualifications
  • Demonstrated problem solving skills
  • 5+ years experience in DoD supply chain management
  • Experience with FAR and DFARS and the application of regulations to proposals and supply chain management
  • Experience working in cross-functional teams or matrixed work environments
  • Experience in Earned Value Management or demonstrated performance against financial budgets and time-phased receipts
  • Strong analytical skills required to evaluate end-to-end planning and identify constraints, risks and opportunities
  • Microsoft Excel skillset (i.e. – pivot tables, filters, advanced formulas)
  • Self-directed learning and subject matter growth
