Duties Help

Duties at the G band:
Performs a mixture of basic and routine (but progressively ore difficult) assignments under the close direction of a manager, project/program manager, team leader or more experienced technical specialist.

Applies basic knowledge of engineering principles, theories, and concepts applicable to his/her discipline to accomplish assignments. Typical assignments may include: work pertaining primarily to electrical circuits, circuit elements, equipment, systems, and associated phenomena concerned with electrical production of energy localized for purposes electric such or as magnetic motive fields. power, heating, illumination, chemical processes, or the production of localized electric or magnetic fields.

Conducts routine project activities and technical surveys or inspections and prepare reports.

Duties at the H band:
Applies experience and detailed knowledge of electrical engineering principles, theories, and concepts applicable to the design, installation, maintenance, repair, overhaul and acquisition of systems required for establishing and maintaining safe efficient, productive and cost effective operations of the NAS. Reviews and work with construction contract documents; i.e., drawings specifications and contracts.

Typical assignments may include: design work; field inspections; reviewing contractor work; collecting and analyzing data; performing trend analyses; engineering testing; writing technical/management reports; and recommending improvements to the design or operation of systems, equipment, or processes.

Uses experience and knowledge of the Uniform Building Code (UBC), International Building Code (IBC), the
National Electrical code, the National Environmental Policy Act (NEPA) Lighting Protection Code, and the Institute of
Electrical and Electronics Engineers (IEEE) Grounding Standards for electronic facilities to complete assignments. He/she
assures that assigned projects comply with applicable building codes and standards, including FAA Orders and directives
and is required to interact with personnel from other sections, field offices, private sector contractors, and other local and Federal government agencies.

Duties at the I band:
Incumbent conducts site surveys and site adaptation of standard engineering designs including developing and coordinating project scope, drawings and specifications, cost estimate, facility and NAS risk mitigation, Corporate Work Plan schedule, resource requirements and project closeout for assigned projects. The incumbent will be working on complex system designs. Estimates, manages and accounts for funding of assigned projects.

Incumbent estimates, manages and accounts for funding of assigned projects. Coordinates with internal and external project stakeholders to address design, construction and/or installation issues for Engineering Services.

Incumbent provides scope and estimates for assigned work. Maintains project budget and schedule, which involves coordination with planners, PIMS and national program offices.

Incumbent provides technical guidance to Contract On-site Representative (COR) on complex issues. Incumbent participates in design reviews and requirements, contractor selections and post implementation analysis of projects.

Qualifications

BASIC REQUIREMENT:

To qualify for this position, you must have a degree in professional engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following:

  1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

There is no specialized experience for the FV-G band.

To qualify for this position at the FV-H level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G or FG/GS-5/7/9 level. Specialized experience in power distribution, power panels, grounding, bonding and power systems.

To qualify for this position at the FV-I level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H or FG/GS-11/12 level. Specialized experience conducting the site surveys and site adaptation of standard engineering designs including developing and coordinating project scope and cost estimates.
