This position may be in a Flight Program Operation maintenance line station. Incumbent ensures safe and airworthy aircraft by following strict safety regulations and guidelines in compliance with 14 CFR 145.107

Duties Help

Conducts routine and special inspections of aircraft systems and inspections at a 14 CFR part 145 satellite repair station. Performs multiple, varied, and highly complex specialized repairs and overhauls on various aircraft components, routine and specialized inspections of aircraft systems of aircraft systems to ensure compliance with regulations and manufacturer requirements under the control of the front-line manager and managerial oversight of the certificate repair station. May act as a contributing specialist on large maintenance activities or as a team leader for single or small work activities.

Applies experience and advanced knowledge of maintenance operations, engineering principles, theories, quality management systems (i.e., Continuing Analysis and Surveillance System (CASS) & Continuous Airworthiness Maintenance Program (CAMP) and concepts to accomplish assignments and to develop plans and techniques to improve programs and policies.

Established policies/procedures provide guidance for most assignments, with allowable considerable discretion to select the most appropriate approach or to recommend new approaches. Typical assignments may include troubleshooting and analyzing aircraft problems for any mechanical, electronic and/or avionics issues, performing aircraft performance tests, providing guidance to less-experienced professional; leading small project program teams; designing and recommending solutions to complex problems; preparing and reviewing management reports and/or contractual documents; and developing and recommending improvements to systems and/or processes to improve operational, efficiency, maintaining and displaying analysis and investigation of reliability data. preparing technical documentation related to various functions within the area of responsibility to ensure compliance with Federal regulatory and Agency policy and requirements. Interpreting complex diagrams, engineering specifications, manufacturers manuals and on-the-job training to employees in accordance with established procedures and practices.

Understands how maintenance operations affect the objectives of agency and overall national security when developing, integrating, and implementing solutions to diverse, complex problems. Utilizes technical expertise in accordance with the Flight Program Operations 14 CFR Part 135 approved maintenance program to determine the airworthiness of highly modified aviation platforms. Performs research and compiles technical data from commercial and non-commercial publications, regulations, and directives for use, evaluation, and resolution of specific functional problems. Reviews documentation associated with various inspections for completeness, accuracy, and compliance with regulatory requirements. Maintains technical publications and manuals and submits recommendations for changes as necessary. Allocates resources to accomplish limited work activities within established schedules. Independently perform assignments. Completed work is reviewed to an extent consistent with the complexity of the assignment.

Contacts are both internal and external. Incumbent is often considered a key technical point of contact for assigned systems, programs and projects. Contacts are made to provide technical guidance and advice, instruct other employees, share information, provide data, discuss the statuses of assignments and coordinate the activities of contractors.

May be subject to environmental conditions such as being exposed to high noise levels, wide range of temperatures, and elevated or confined work areas.

May be physically required to perform direct lifting up to fifty pounds, heavy pushing and pulling, reaching above shoulder, walking, standing, crawling, and kneeling for extensive periods of time for fine manipulation as required to perform inspections.

Qualifications

To qualify for this FV-H (FG/GS-12) position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G (FG/GS-10/11) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE includes:

- Experience working in a 14 CFR 121/135/145 aviation operating environment.

- Experience in troubleshooting and analyzing aircraft problems, using diagnostic equipment to resolve performance discrepancies, determining airworthiness of highly modified aviation platforms.

- Experience in oversight of an aircraft/avionics maintenance program in accordance with established standards, policies, practices and procedures, knowledge of organizational mission, objectives, and procedures required to analysis a situation and make decisions.

- Experience with quality management systems including inspection controls and analyzing data to detect unsatisfactory results.

In addition to the minimum qualifications, the following has been determined to be a selective factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. SELECTIVE PLACEMENT FACTOR (SPF): Must possess an Airframe and Powerplant (A&P) Certificate. A copy of your A&P certificate (front and back) must be uploaded to receive consideration for this position.
