Job Description:

Incumbent serves as an IT Specialist in support of the Flight Operations Program&39;s Airborne Flight Inspection System and will perform research, design, development, maintenance, evaluation, and integration of complex software and hardware components in the Next Generation Automated Flight Inspection System.

Duties

Will serve as a principal technical specialist and point of contact on large work activities to manage or design multi-level software architectures or components interfaced and/or interact with a large software system.

Applies experience and comprehensive technical knowledge in Test Driven Development (TDD), Domain Driven Design (DDD), Model-View-Controller (MVC), and Service Oriented Architecture (SOA) to accomplish assignments. Work is performed using knowledge of network security with web applications HTTPS, SSL and TLS 2.0 or greater. Demonstrates experience using test-driven development, regression testing, RESTful APIs, unit testing, model view controller domain driven design and software patterns.

Applies comprehensive technical knowledge and experience to design, develop, document and test various Flight Program software applications using modern development languages and tools. Must understand how his/her technical area interacts with, or is affected by, other disciplines, and considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse and complex problems. Typical assignments may include acting as the technical point of contact, system design and
integration, rulemaking, investigation and inspection activities, taking compliance and enforcement actions, performing extensive research, and/or shared responsibilities with project/program management.

Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules.

Contacts are internal and external. Contributes to the preparation of project management, contractual, and/or technical reports and documents, and may communicate the overall status and results of a project or work activity to FAA management, the aviation and aerospace industries, or other external parties.

Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally.

Provides guidance to lower-level staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with management to solve problems.

Work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

Work activities typically impact directly on the objectives of one or more major subdivisions or LOB/SOs and may impact on the objectives of the FAA. In some areas, the work may affect the safety and security of customers.

Qualifications

Basic Requirements:

Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.

Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

OR

Experience:Individuals must have IT-related experience demonstrating each of the four competencies listed below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To qualify for this position at the FV-J (FG/GS 14) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to FV-I (FG/GS 13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience includes: Experience with software application design, development, testing, and engineering; experience managing, designing multi-level software architectures or components that interface and/or interact with a large software system; Experience researching, designing, developing, maintaining, evaluating and integrating complex software and hardware components for flight programs; Experience in DevOps tools (examples: Jira, Jenkins, Ansible Tower, Git, Github, Docker, Maven, Ant and Jfrog) in support of development and maintenance of automated systems; Diversified portfolio of multiple languages to include: JavScript (ECMAscript), ReactJS, HTML 5, CSS3, Eclipse, SQL/PLSQL, Linux Command Line,
Spring framework, Maven, Git, Golang, and Docker.
