Key Accountabilities:
Administering and finalizing the purchase of products and/or services for NAV CANADA at optimal cost, terms and conditions, delivery and quality from suppliers.
Providing assistance for changes to policy and procedures. Identifying potential improvements through contact and consultation with colleagues and clients.
Ensuring that requirements are adequately and clearly defined in a Statement of Work or a technical specification.
Analyzing, evaluating and recommending selection from alternate procurement strategies one that best fulfills the client’s requirements, while adhering to company purchasing policies and objectives. Contributing to the development of procurement plans.
Advising the client of risk mitigation techniques and possible solutions and exercising NAV CANADA’s rights under the terms of the contract to ensure appropriate corrective or preventative actions are taken.
Assisting in Supplier Reviews for identified Critical and Strategic Suppliers.
Supporting current industry best practices in contracting and procurement trends and other intelligence gathering exercises and initiate steps towards continuous improvement of our procurement tools, documents, form, policies and processes.
Job Requirements
Education:
Experience:
2&43; years of experience in a contracting and/or procurement role.
Experience managing the development, administration, negotiation, and monitoring of contractual agreements.
Experience with RFP development and evaluation techniques.
Experience working with ERP systems; particularly procurement modules.
Knowledge:
Knowledge of Contract Development techniques and basic Contract and Procurement Law.
Knowledge of contract law, standard contract terms and conditions, taxation, insurance and risk management principles.
Knowledge of contract management, procurement and material management theories, principles, professional standards and strategic sourcing.
General knowledge of trends, developments, evolving best practices and new Company priorities, directions, programs, initiatives (e.g. corporate social responsibility, e-commerce/e-procurement, spend management, supply chain management, commodity management, alternate form of delivery).
Knowledge of research and analytical techniques and methods, and those for utilizing systems, tools, software applications and associated peripherals in the conduct of the work.
Abilities:
Ability to communicate effectively to take a strong contract enforcement position on behalf of the company when appropriate: including consultation, negotiation, representation, presentation, and dispute resolution methods and techniques.
Ability to communicate with management, recognize and identify areas of potential vulnerability and potential impacts.
Ability to create reports for management including the analysis of information and recommendations.
Ability to understand client needs and proceeding to acquire all the related products and services in a competitive environment while keeping in compliance with NAV CANADA’s procurement policies.
Ability to negotiate the purchase of products and services based on specific customer defined requirements
Ability to work with internal and external customers daily, including cross functional working groups.
Ability to advise internal stakeholders on best practices relating to procurement
Personal Suitability:
Organization skills to enable the ability to work on multiple high-risk files at the same time.
Excellent customer service skills (providing advisory, consultative, and training services to a stakeholder community).
