Job description

Program Buyer

The Program Buyer will manage purchasing activities, whether in development or in serial life. They will work in close collaboration with the SCL, SPM and all internal customers (Plant, Sales, Quality, and Program). Responsible for the CBS of purchased products but also of non-aircraft products related to the program (including tools on specification).

Job Duties

  • Responsible for the construction of the budget for the scope and for maintaining the associated productivity plans.
  • Ensures that contracts are adapted for all new business allocations.
  • Leads sourcing activities in collaboration with members of the purchasing organization and internal customers, taking into account the specific requirements of the program concerned: prepares consultation documents, contributes to the panel of suppliers consulted in support of the SCLs, manages the various stages of the consultation process, leads the sourcing committee and negotiates the contractual terms (PTC, MOU, LTA, etc.)
  • Leads the response to specific requests from external customers relayed by sales or the program (requests for cost reductions, rate changes, VCA analyses).
  • Participate in internal meetings organized by program managers.
  • Reports to internal customers and to the line management on progress, results and difficulties encountered.
  • Proposes and conducts appropriate action plans in his/her area of responsibility.
  • Proposes and validates with the SCLs the Purchasing Productivity Plan for the programs within their scope. 
  • Analyzes all components and materials of their programs in order to identify sources of gains and to generate these gains such as &34;redesign to cost&34;, &34;make to buy&34; and supply chain optimization ideas.
  • Presents global cost analysis (TCO).
  • Prepares answers to specific questions from internal customers (programs and factories, etc.) concerning the security of sources and risk management for its programs.
  • Purchasing representative for all SEED TRANSFERT & SEED LAUNCH processes for these programs.

SAVINGS

  • Builds in close collaboration with the SCLs the annual productivity budget per program for which he is the guarantor with the programs and the concerned plants.
  • Controls the reduction actions he is in charge of through the PAP and validates that they are in line with the budgets on each program.
  • Presents the progress of the action plan to the purchasing managers every month and ensures the reliability of the forecast.
  • Collaborates with the buyers of strategic commodities on multi-program products (SCL responsibility). 

CONTRACTUALIZATION

  • Performs an inventory of the contractualization of the perimeters for which they are responsible and proposes a roadmap (PTC or equivalent).
  • Ensures that any new business assignment (new program, new part or product modification) is covered by a contract (TPC or equivalent).
  • Responsible for the proper application of all contract clauses.

CLAIM

  • Responsible for the formalization, negotiation and recovery of claims related to the programs in coordination with the SCLs.
  • When the claims issues are multi-program, they collaborate with the SCL to support in the negotiations.

Profile and other information related to the position

Qualifications:

  • Graduate from a business school or engineering school ideally with a Purchasing specialization at &34;Master&34; level
  • 5&43; years of experience in operational/industrial purchasing
  • Experience in aeronautical/aviation industry.
  • Excellent communication skills
  • Mastery of IT tools associated with the SCL function
  • Focused on results and meeting commitments
  • Expert negotiation skills
  • Experience with Purchasing & Supply chain IT tools
  • Strong team player
  • Fluent in English (negotiation level)
  • Fluent in French is a plus
