Position Summary The Senior Aviation Maintenance Program Advisor provides strategic technical expertise, policy guidance, and professional training to the Kuwait Air Force (KAF) Directorate of Logistics and Supplies. This senior advisory role focuses on strengthening the development, implementation, execution, and continuous improvement of aviation maintenance management programs in strict accordance with the Kuwait Aviation Maintenance Program (KAMP) 4790.2 Series, international aviation standards, and best practices in military aircraft sustainment.

The Advisor serves as a trusted technical authority and mentor, working directly with KAF senior leadership, maintenance officers, quality assurance personnel, and enlisted technicians to enhance operational readiness, safety, and long-term institutional capability of KAF aircraft weapon systems.

Principal Duties and Responsibilities

  • Deliver advanced technical consultation, authoritative advice, and structured training to KAF officers, senior enlisted personnel, and civilian logistics staff on all facets of aircraft maintenance, technical data application, configuration management, and weapon system sustainment.
  • Perform comprehensive evaluations of current KAF maintenance policies, instructions, directives, and standard operating procedures; provide detailed written recommendations and implementation strategies to optimize policy alignment with regulatory requirements and operational needs.
  • Lead and support the design, development, integration, and execution of enterprise-level aviation maintenance management programs necessary to maintain the highest standards of aircraft availability, reliability, and mission capability.
  • Systematically identify, investigate, and analyze maintenance program deficiencies, process inefficiencies, and recurring technical issues; formulate evidence-based corrective action plans and provide prioritized recommendations to KAF leadership for resolution.
  • Design, deliver, and oversee professional development initiatives including structured on-the-job training (OJT), cross-training programs, technical workshops, and knowledge transfer activities to build self-sustaining expertise within the KAF maintenance community.
  • Serve as a senior liaison between KAF maintenance organizations and technical support elements, ensuring seamless coordination of maintenance programs with operational, supply, and engineering requirements.
  • Maintain currency with evolving aviation maintenance philosophies, technologies, safety management systems, and regulatory changes; advise KAF on necessary program updates to maintain compliance and operational superiority.

Required Qualifications

  • Minimum 12–15 years of progressive experience in military aviation maintenance management, with significant exposure to U.S. Navy/Marine Corps NAMP (NAVAIR 00-25-100 / 4790 series), U.S. Air Force aircraft maintenance programs (AFI 21-101/103/105), or equivalent international standards
  • Demonstrated expertise in full-spectrum aviation maintenance program oversight, including production control, quality assurance, material control, safety programs, and technical publication management
  • Proven record of designing and delivering effective technical training programs for military aviation personnel at multiple organizational levels
  • Strong analytical skills with experience conducting root-cause analysis, developing performance metrics, and implementing process improvements in high-tempo maintenance environments
  • Exceptional written and verbal communication skills with experience preparing formal reports, briefings, and policy recommendations for senior military leadership
  • Ability to operate effectively in a multinational, culturally diverse military setting with demonstrated cross-cultural competence and diplomacy

Highly Desirable Qualifications

  • Direct prior experience with the Kuwait Aviation Maintenance Program (KAMP) 4790.2 Series or equivalent NAMP-based programs
  • Previous service in foreign military sales (FMS) advisory, Security Assistance Management, or international military aviation support roles
  • Formal qualifications/certifications in aviation maintenance management, quality assurance (e.g., Collateral Duty Quality Assurance Representative – CDQAR, Quality Assurance Supervisor), or maintenance control
  • Knowledge of modern maintenance information systems (e.g., ALIS, IMDS, Optimized Organizational Maintenance Activity – OOMA, or equivalent)

Working Conditions & Expectations This position requires regular presence at KAF air bases and close daily collaboration with Kuwaiti military personnel. The Advisor must exhibit the highest standards of professionalism, integrity, and respect for host-nation customs and military culture while maintaining strict confidentiality of sensitive information.
