The Team for this effort will consist of two Maintenance Test Pilot Rotary Wing - HH-60G pilots and one flight engineer.

Job Description:
The major flight support effort is to ensure aircraft are properly tested and verified to ensure all components and systems are functioning correctly so the aircraft is deemed airworthy and can be returned to operational readiness status IAW TO 1-1-300, TO 1H- 60(H)G-6-CF-1, and AFI 21-101.
Flight Services: A majority of performance shall take place at Patrick Space Force Base, FL. The contractor personnel shall provide on-site flight services in support of in-garrison, exercise (home station or TDY) and OCONUS depot-level maintenance.

Aviation Flight Crew Support: The contractor shall provide aircrew services to perform HH-60G Functional Check Flights (FCFs), maintenance flight tests, Operational Check Flights (OCFs), Acceptance Test Profiles (ATPs), and aircraft recoveries or deliveries at Patrick Space Force Base or depot facilities in the CONUS or South Korea.

Functional Check Flights: The HH-60G helicopter is a maintenance intensive aircraft. A FCF is required after certain repairs have been completed to ensure the aircraft is airworthy and mission capable. FCFs are very time consuming and detailed. They require a high level of systems knowledge and expertise to correctly perform. FCFs are flown IAW TO 1-1-300, TO 1H-60(H)G-6-CF-1, and AFI 21-101. Other evaluations are conducted as directed by the senior maintenance representative.

Operational Check Flights: Certain aircraft’s major components require an Operational Check Flight after repair or replacement. These OCF’s are not as detailed as the FCF but are required to bring the aircraft to full operational capability. OCFs will be flown IAW TO 1-1-300, TO 1H-60(H)G-6-CF-1, and AFI 21-101.

Maintenance Flights: In addition to the aircraft itself, various electronic components require flight checks after repair or replacement. These flight tests may be performed on operational line aircraft by available aircrews during the next scheduled flight when other test aircrews may not be available. These tests are less detailed as they only involve a component of a single system (e.g. a radio). These maintenance flights are necessary to ensure the required component is working properly and in unison with other systems. Maintenance flights will be flown IAW TO 1-H60 (H)G-1, TO 1-H60(G)H-1-1, AFI 11-202V3, AFI 11-2HH-60V3and all applicable AFRC and ACC Supplements.

Acceptance Test Flights: ATFs are performed after a modification or depot inspection. They require detailed analysis of the difference between the aircraft condition upon entering the depot and on preparation for delivery to the unit. An Air Force Quality Control Inspector normally accompanies the flight crew; and a strict series of test cards are followed based on the work accomplished. Upon completion of the acceptance test, the flight crew will ferry the aircraft to its home station for final acceptance. Acceptance Test Flights will be flown IAW TO 1-1-300, TO 1H-60(H)G-6-CF-1, AFI 21-101, TO 1-H60(H)G-1, TO 1- H60(G)H-1-1, AFI 11-202V3, AFI 11-2HH-60V3, AFMAN 11-217V1 and all applicable AFRC and ACC supplements.

Other: On occasion, USAF military personnel have been deployed on operational missions and aircrews have not been available to recover aircraft to home station or depots without affecting readiness during exercises or contingencies. Contractor flight crews will, if needed, provide for the repositioning of these aircraft.

Contract Duration: This is a long standing contract that STi has recently been awarded. The contract with STi has a duration of 5.5 years, at which time the contract will be re-competed. STi and other vendors will bid at that time, and if in the event STi does not win the resulting contract, personnel on site have first right of refusal on a job offer from the incoming contractor. It is a long term position in that regard as personnel will just change their badging to the new company that takes over, but all positions will remain.
