Summary

The Contractor Operations Site Manager is responsible for the overall management, coordination, and execution of contractor support services for the F/A-18 aircraft maintenance and material program in accordance with Naval Aviation Maintenance Program (NAMP) requirements. The Site Manager serves as the primary interface between the contractor workforce, Government leadership, and supported aviation maintenance activities to ensure safe, compliant, and mission-ready aircraft operations. This position provides leadership and oversight for maintenance operations, personnel management, quality assurance, logistics coordination, production control, and contract performance while ensuring adherence to applicable Navy instructions, technical directives, and operational requirements.

Essential Duties and Responsibilities

  • Shall act as Maintenance Officer for the purpose of fulfilling qualification and programmatic duties IAW COMNAVAIRFORINST 4790.2C.
  • Acts as a primary Government contact for program activities, daily performance, and maintenance support requests.
  • Supervise and coordinate contractor personnel across maintenance, production control, quality assurance, supply, and administrative functions.
  • Plan, lead, monitor and control all maintenance/material actions necessary to retain or restore aircraft, material, equipment, or components to a serviceable condition with a minimum expenditure of resources in the most efficient practical manner.
  • Provide in-depth working knowledge of the CNAFINST 4790.2 Series and all applicable T/M/S technical publications which apply to applicable T/M/S specific aircraft as well have a working knowledge of the Special Inspections, Technical Directives, Aircraft Configuration requirements for flight operations.
  • Provide complete understanding of the requirements to Release Aircraft Safe for Flight, monitor maintenance SCIR documentation via the NALCOMIS/OOMA system, review Aircraft Weight and Balance forms for accuracy, direct scheduled/unscheduled maintenance actions to meet operational tasking identified by the government/flight schedule, ensure brief to aircrew prior to Functional Check Flights (FCF), review aircrew documentation of aircraft FCF performance, authorize cannibalization, coordinate Depot Level Inspection/Repair actions, assign workload priorities, manage awaiting maintenance and material status, manage T/M/S Aircraft configuration, screen, liaison with Quality Assurance, notify Govt.
  • Ensure that the maintenance performed conforms to requirements, manufacturers specifications, company policy, or acceptable standards recognized by the Navy. Ensures work areas are maintained in a neat and orderly manner and that all safety rules and regulations are observed.
  • Provide direct supervision, leadership and management of the day-to-day operations of assigned work groups. Supervises and schedules personnel so they efficiently and effectively meet work requirements to protect against costly duplication of labor. Ensures employees use proper procedures, methods and practices in the performance of their duties.
  • Monitor aircraft maintenance production schedules and ensure timely completion of inspections, repairs, modifications, and corrective actions.
  • Ensure compliance with all applicable safety, environmental, security, and quality assurance standards.
  • Conduct workforce planning, staffing oversight, scheduling, and performance management for assigned contractor personnel.
  • Ensure accurate maintenance documentation and data integrity within applicable Navy maintenance management systems.
  • Oversee tool control, FOD prevention, hazmat compliance, calibration programs, and maintenance training requirements.
  • Review maintenance metrics, readiness reports, and operational trends to identify improvement opportunities and mitigate risks.
  • Support audits, inspections, assessments, and evaluations conducted by Government representatives.
  • Develop and submit reports, briefings, and contract deliverables as required.
  • Ensure all work is performed in accordance with technical publications, maintenance procedures, and contractual performance standards.
  • Perform other duties as assigned

KAI Responsibility Requirements

  • Operations Site Manager at NAS/JRB New Orleans oversees maintenance and operational support for adversary aircraft operations.
  • Operations Site Manager will be responsible to the Program Manager for the functional execution and controlling cost of the contract, while meeting flying schedule and technical performance requirements.
  • Support detachment operations for Fleet Replacement Squadron (FRS) training evolutions and Navy adversary support missions conducted from NAS Key West.
  • Coordinate aircraft generation, scheduling, and maintenance production efforts supporting Red Air sorties, dissimilar air combat training (DACT), and fleet readiness exercises.
  • Interface daily with Government Maintenance Control, Production Control, Quality Assurance, Operations, and Tactical Support Wing leadership.
  • Provide oversight for deployed maintenance packages, cross-country logistics coordination, support equipment management, and transient aircraft support during detachments.
  • Ensure contractor personnel maintain qualifications and certifications required for flight line operations, hazardous material handling, support equipment operation, and maintenance tasks.
  • Support inspections and evaluations including Aviation Maintenance Inspections (AMI), Quality Assurance Assessments, and Government Contracting Officer reviews.
  • Coordinate with NAS New Orleans base support organizations for hangar operations, airfield access, security compliance, and facility support requirements.

Education & Experience Requirements

  • BA/

    BS from an accredited college or university in one of the following disciplines:

    engineering, business, logistics, management, math, sciences, and professional aeronautics
  • Shall have a minimum 15 years of aircraft maintenance experience to include five years in a U.S. Navy managerial or supervisory position managing high performance aircraft during high tempo operations.
  • Substitution:

    High school graduate or equivalent with 20 plus years in the performance and execution of U.S. Navy requirements.
  • Experience in establishing policy and procedures, training, and safety programs.
  • Experience managing operating budgets and fund expenditures for supplies and/or equipment; in flight operation plans, programs, and evaluation of maintenance and supply capability to support such programs.
  • Experience in aircraft maintenance plans, procedures, and policies with collective experience in monitoring and directing maintenance and supply activities

Physical Requirements:

Must be able to perform essential job functions with or without reasonable accommodation, including prolonged sitting or standing, use of a computer and office equipment, and lifting up to 25 lbs. Requires sufficient vision to read and review records and the ability to work in office and hangar environments while wearing required PPE.

Compensation

  • $110,000/year + $4.00 H&W/hour
