PRIMARY FUNCTION

The Director of Finance is responsible for driving the financial planning and control of the subsidiary or subsidiaries at all business sites by analyzing its performance and risk. The Director is responsible for retaining constant awareness of the company’s financial position and acting to prevent problems. Conduct analysis to make forecasts and report to subsidiary and business group leadership. Prepare timely and detailed reports on financial performance on a monthly, quarterly, and annual basis. Oversees and manages project cost and schedule for both direct and indirect projects ensuring that generally accepted accounting principles and cost accounting standards are being followed.

The Director of Finance addresses tight deadlines and a multitude of activities including cost related CDRL’s, cost control, scheduling, earned value management (EVM) reporting, pricing, financial reporting related to customer contracts, annual preparation of budgets and indirect rates, and the support of budget and forecast activities. The Director of Finance will report directly to the group President and is the primary advisor on all financial related matters at the group level.  This position will have direct contact with executive-level managers within the subsidiaries and Holding Company.

ESSENTIAL FUNCTIONS

  • Advise the subsidiary(s) President(s) and Business Group Executive(s) on all business-related financial matters to ensure the subsidiary(s) achieve all financial goals and objectives and remains cost competitive in its market. 

  • Ensure that projects remain on schedule and within budget by providing/analyzing predictive metrics and conducting financial analysis utilizing earned value management, schedule risk assessment, and other techniques/tools.

  • Ensure the timely reporting of all monthly financial information both internal and external.  This may include the development and projection of cost pools, variance analysis, and utilizing systems such as TM1 to aid in forecasting.    

  • Monitor and advise on indirect spending related to company and contract budgeted indirect rates.

  • Collaborate with other department managers, as well as the Holding Company, to support overall department and subsidiary goals and objectives.

  • Monitor and analyze department work to develop more efficient procedures and use of resources while maintaining a high level of accuracy.

  • Ensure software, hardware, and other resources are enough for accomplishing required tasks.

  • Respond to inquiries from the Calista Yulista Holding Company, and other managers regarding financial results, special reporting requests and the like.

  • Work with Holding Company Finance to ensure a clean and timely year-end audit related to direct projects.

  • Assist in development and implementation of new procedures and features to enhance the workflow of the department.

  • Provide training to new and existing staff as needed.

  • Ensures training is up to date for employees.

  • Handle personnel issues relating to staff conflicts, absenteeism, performance issues, etc.

  • Work with each direct report to establish goals and objectives for each year and monitor and advise on the progress to enhance the professional development of staff.

  • Responsible for policies and procedures regarding project financial, earned value, and schedule related processes.

  • Support local and corporate management with special projects.

SUPERVISORY RESPONSIBILITIES

This position may have the responsibility for managing personnel who are performing various support tasks and contract requirements.  Accountable for timesheet approvals, annual performance reviews, goals and objectives for employee growth, salary increases, PTO approvals, addressing performance issues, and other administrative duties as required for personnel.

  • Analytical skills with the ability to evaluate data and consider decision impact across multiple areas.

  • Strong decision analysis and problem-solving skills; ability to draw conclusions and justify decisions. Must be able to communicate issues.

QUALIFICATIONS:

  • Requires a bachelor’s degree in Accounting or relative degree

  • At least 10 years’ experience working in the Accounting and/or Finance field

  • At least 5 years’ experience managing personnel

  • Must be able to obtain a government security clearance.
