Lead Cloud Developer (AWS)
Job Description:
DPP is seeking a Lead Cloud Developer for an opportunity in the healthcare insurance industry in Columbia, SC.
 
Overview:
  • Our healthcare insurance client is seeking a Lead Cloud Developer to support large-scale modernization and cloud migration initiatives within CMS-aligned programs.
  • This individual will play a critical role in leading application modernization, cloud platform engineering, CI/CD transformation, and architectural alignment for enterprise cloud solutions.
  • The ideal candidate combines deep hands-on engineering expertise with the ability to guide design decisions, lead development activities, and ensure compliance with CMS, NIST, and FedRAMP security frameworks. 
Work location and schedule:
  • Onsite Highly Preferred (Remote considered for exceptional candidates)
  • W2 position; 6 months
  • Hours: 8:30 a.m.–5:00 p.m.
  • Possible overtime to meet project milestones
  • Residency requirement: must have lived in the U.S. for three out of the past five years 
Minimum requirements
  • 8+ years in application development, systems testing, or related roles
  • Full-stack engineering experience with Java/Java EE and JavaScript frameworks
  • Agile and Medicare program experience
  • Hands-on cloud migration experience (lift-and-shift, re-platforming)
  • Architect-level understanding of cloud-native design principles
  • Bachelor’s degree in Computer Science, Information Technology, or related, OR, Associate’s degree in IT/CS plus 2 years of related experience, OR,
    4 years of related experience in lieu of a degree (12 years without a degree) 
Responsibilities:
  • Lead the design, development, and deployment of cloud-native and modernized applications
  • Oversee CI/CD pipelines and code integrations
  • Collaborate with cloud architects on migrations and platform modernization
  • Implement cloud engineering best practices for performance, scalability, and resiliency
  • Build reusable cloud patterns, templates, and IaC modules
  • Ensure adherence to federal security and accessibility standards
  • Provide technical leadership and mentor other developers
  • Diagnose and resolve cloud infrastructure and application issues 
Required technical skills:
  • Cloud & architecture:
    • Hands-on engineering experience on AWS (preferred) or Azure
    • Experience building high-availability, resilient, fault-tolerant cloud systems
    • Familiarity with AWS Well-Architected Framework
  • AWS services:
    • EC2, Lambda, RDS/Aurora, S3
    • VPC, IAM, DynamoDB
    • EKS/ECS, API Gateway
    • CloudFormation, CloudWatch, CloudTrail
    • Secrets Manager
  • Observability:
    • Log aggregation and monitoring using:
      • Splunk
      • CloudWatch / X-Ray
  • Infrastructure as Code (IaC):
    • Terraform
    • ARM Templates or CloudFormation
  • Security & Compliance:
    • NIST 800-53
    • FedRAMP
    • Secure coding practices
    • IAM principles
  • CI/CD & DevSecOps
    • Jenkins, GitHub Actions, AWS CodePipeline, or Azure DevOps
    • Selenium, SonarQube, Snyk
    • Pipeline automation & deployment best practices
  • Accessibility:
    • Section 508 Standards
    • WCAG compliance knowledge 
Nice to have skills:
  • Cloud certifications (AWS, Azure)
  • Serverless architecture experience
  • Docker, Kubernetes, ECS/Fargate
  • Healthcare/Medicare security frameworks (HIPAA, CMS MARS-E) 
Ideal fit:
  • Has strong hands-on AWS development experience
  • Can operate at an architect-level while still being deeply technical
  • Navigates healthcare compliance environments confidently
  • Can lead migration, modernization, and DevSecOps efforts end-to-end
  • Thrives in a hybrid leadership + development role
