Job SummaryThe Manager, Remotely Piloted Aircraft System (RPAS) Traffic Management Ecosystem Development is a critical role in the evolution of drone traffic management in Canadian airspace. The Manager will oversee the incorporation of RTM Service Providers (RSPs) into NAV CANADA’s RPAS Traffic Management System, guided by the principles and operational scenarios described in the RPAS Concept of Operations (RTM CONOPS). This role is pivotal in transforming both the external service landscape and internal company operations, enabling enhanced service delivery to drone pilots while aligning internal processes with innovative traffic management solutions. The ultimate goal is to foster a collaborative, efficient, and scalable environment that advances the integration of drones into national airspace, supporting safety and operational excellence.

This is a highly innovative role, which requires conceptual thinking, development of third-party framework, synthesis of information, experience in third party service provider ecosystem development, including enablement, change management, and compliance.

In this role you will be accountable for:

RTM Vision, Ecosystem Strategy and Relationships

  • Support the execution of the RTM Leadership Team’s mission
  • Support the ongoing development of the RTM CONOPS
  • Develop an RSP engagement strategy
  • Identify potential third party RTM Service Providers and build relationships with RSPs to gain an understanding of their business models and service needs
  • Align business models to RTM Service Provision with NAV CANADA strategy
  • Update RTM sponsors and internal stakeholders on RTM/RSP plans and execution
  • Develop and maintain the business case for RSP strategy and activities
  • Identify key stakeholders involved in the RTM CONOPS and Ecosystem Development
  • Research and assess industry and technology trends that could impact RTM/RSP vision
  • Align the Canadian RSP vision with international approaches, as needed

NAV CANADA Ecosystem Framework Development

  • Develop the RTM Service Provider Framework in collaboration with relevant NAV CANADA functions, including implementation approaches, accreditation programs, quality and safety management systems, onboarding processes, and ongoing compliance mechanisms

RTM Service Provider Resources and Leadership

  • Develop a costed plan for the resources required to implement RSP plans
  • Gain alignment on plan and inclusion in RTM Directorate’s growth plans
  • Recruit, induct, develop, and coach personnel, as required
  • Lead the team and including performance management
  • Identification and procurement of external resources required to support the plan

RTM Service Provider Onboarding, Support, and Compliance

  • Execution of accreditation framework and system
  • Identification and on-boarding of all third party service providers
  • Execution of RSP and NAV CANADA contracts, as required
  • Ensure compliance to Quality and Safety controls
  • Support the delivery of training and knowledge transfer
  • Monitor integration activities

NAV CANADA RTM Transformation

  • Represent NAV CANADA at industry forums
  • Develop training programs for internal teams
  • Continuously assess and optimize the impact of ecosystem partnerships on internal processes

What you bring:

  • At least 10 years of relevant experience in technology, service provision and/or partner management
  • Experience engaging executives and stakeholders to support important business decisions
  • Experience leading transformation and change within a large organization
  • Experience in designing and delivering partner programs and development of an ecosystem with similar characteristics
  • Experience of external stakeholder management
  • Experience working in a regulated industry
  • Experience working with cloud platforms and mobile applications
  • Undergraduate degree in a Business Administration, Aviation, or Technology related discipline or equivalent related work experience
  • Knowledge of the Aviation Industry, specifically RPAS
  • Demonstrable knowledge of financial models and plans
  • Demonstrable knowledge of Product Management

Working Conditions:

  • This position is based at the Ottawa TSC and is a hybrid position with a minimum – 3 days per week on site.  However, effective this Fall (2025) there is a requirement of the employee to be in the office a minimum of 3 days per week.
  • Travel is required less than 20 of the time, with limited international travel
