Job Summary

Reporting to the Assistant Vice-President, Operational Support, the Manager, Scheduling Operations provides strategic leadership to the national tactical scheduling office, composed of three regional teams led by three scheduling managers, accountable for the real-time execution, maintenance, and stabilization of published operational schedules for all ATS units. The role ensures schedules remain accurate and operationally viable by integrating real-time information related to staffing, qualifications, leave, training, and operational disruptions.

The Manager leads proactive workforce monitoring and tactical mitigation activities to support service continuity, working closely with ATS leaders, the Scheduling Centre of Excellence, Schedule Planning, and Labour Relations. As a key contributor to enterprise scheduling governance, the role supports the development and continuous improvement of scheduling frameworks, processes, and system capabilities, ensuring alignment with corporate policies, collective agreements, and operational requirements.

Possible Work Locations: Ottawa Head Office, Gander ACC, Moncton ACC, Montreal ACC, Toronto ACC, Winnipeg ACC, Edmonton ACC, or Vancouver ACC.

In this role you will:

  • Lead a high-performing tactical scheduling department and the team of Managers, Shift Scheduling (MSOs), building capability in real-time schedule execution, monitoring, and operational response.
  • Ensure ATS schedules remain accurate and viable through timely real-time adjustments informed by staffing availability, qualifications, leave, training, and operational disruptions.
  • Oversee proactive staffing monitoring and implement timely mitigation strategies within established planning frameworks to maintain service continuity.
  • Coordinate clear, solution-oriented analyses and options for Air Traffic Services, ensuring decisions align with collective agreements, fatigue limits, and legislative, regulatory, and corporate policies and requirements.
  • Ensure effective communication and handoffs across scheduling, Air Traffic Services, and supporting functions to sustain shared situational awareness and execution discipline.
  • Set standards and priorities for the scheduling function, ensuring compliance with legislative requirements, corporate policies, collective agreements, and fatigue management requirements.
  • Drive innovation and process improvements that enhance real-time scheduling execution, responsiveness, and operational coordination.
  • Develop and champion KPIs, metrics, and reporting to evaluate schedule stability, execution quality, and responsiveness to operational disruptions.
  • Use real-time and near-time operational data and trends to inform leadership on scheduling performance, emerging risks, and operational pressures, supporting immediate decision-making and short-term adjustment with established plans.
  • Serve as a strategic leader and influencer in the end-to-end scheduling ecosystem and scheduling governance, collaborating with other key contributors to improve practices, processes, and system capabilities.
  • Participate in business process reviews and lead or contribute to scheduling projects, system enhancements, and pilot initiatives to strengthen operational reliability and alignment with governance standards.

What you bring:

Education:

  • A bachelor’s degree in business administration, human resources, operations management, workforce planning, analytics, statistics, or a related field, or an equivalent combination of education and experience.

Experience:

  • 3 or more years of progressive experience in scheduling, workforce planning, scheduling, operations management, business analytics, or a related discipline within a large, complex or regulated organization, with demonstrated experience in capacity planning or workforce optimization.
  • 3 or more years of experience in people-leadership, with direct supervisory or managerial experience, including experience influencing cross-functional stakeholders, coaching talent, and developing high-performing teams.
  • Experience in conducting quantitative and qualitative analyses and formulating recommendations.

Knowledge:

  • Extensive knowledge of scheduling systems, practices, principles, and processes such as assigned schedules, line bidding and preference bidding systems.
  • Extensive knowledge of collective agreements and any applicable legislation in alignment with employee scheduling with the ability to review and interpret related information.
  • Good knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, etc.).

Working Conditions:

  • This position is a hybrid position with a minimum 3 days per week on site. 
  • Occasional travel required.
