Title: Operations Control Center (OCC) Manager (Full time)
Department: Operations Control Center
Description: The OCC Manager acts as the senior on-site manager for the Operations Control Center. The OCC Manager shall act as the first point of contact, where feasible, for all incoming communications in respect of flight operations. In the event of absence for any reason, the OCC Supervisor is the deputy to the OCC Manager.

Reports: Up to 16 team members

Qualifications

  1. Must hold a minimum of a dispatcher certificate. Being a licensed dispatcher is an asset.
  2. Must be authorised to exercise operational control over all company flights as a holder of an FAA or ICAO equivalent dispatcher certificate or be a holder of a Warrant Dispatcher status or be able to attain a Warrant Dispatcher status.
  3. Must have a minimum of 3 years experience in crew scheduling, crew planning and crew control. Needs to show strong analytical skills, including “think outside the square”.
  4. Must be 21 years of age or more for compliance purposes.

Duties and Responsibilities

a) Must make herself/himself knowledgeable on interCaribbean General Operations Manual, the OCC Manual and applicable Overseas Territories Aviation Requirements (OTARs).
b) Must become knowledgeable of interCaribbean policies, appropriate OTARs, and the performance of capabilities and limitations as outlined in the Flight Crew Operating Manual for each aircraft being dispatched.
c) Ensure safe and efficient operation of the flight schedule, ensuring all flights depart, arrive and progress as scheduled in accordance with ICA Air Operator Certificate, applicable OTARs, IOSA (DSP) standards and other applicable Foreign Rules of the Air.
d) Is the Manual Control Authority (MCA) responsible for revising and updating the Operations Control Manual as required.
e) Coordinate with the DFO for Operations Control procedural changes.
f) Interface with the Chief Pilot regularly to ensure operational suitability of all airports and routes served by the company.
g) Supervise and efficiently deliver the dispatch processes including flight, and all operational control functions.
h) Ensure the information in the OCC software is accurate and complete so that the information being sent to the Commander meets all dispatch requirements.
i) Ensure dispatcher recurrent training occurs annually in accordance with the dispatcher training programme.
j) Monitor dispatcher training records to ensure dispatchers remain current and qualified, and maintain such records in the Management Information System in accordance with the dispatcher training programme in the OCC manual.
k) Manage crew scheduling processes while adhering to FTLS as stated in Operations Manual (OMA).
l) i) Oversee communication between dispatchers, the crew scheduler and relevant ICA management departments.
ii) Provide relevant company departments with flight details and payload projections for development of seasonal schedules as well as ad-hoc flights and charter flights
m) Administer disciplinary action, as applicable, to Operations Control personnel.
n) Must be a member of the Safety & Security Action Group (SSAG).
o) Ensure that she/he, and all personnel under authority, have a complete working knowledge with respect to the SMS programme by complying with all the requirements of the SMS.
p) Ensure all OCC personnel complying with all the requirements of the SMS:

  • Discharge his/her duties and the duties of his/her section and area
  • Ensure all OCC staff comply with the requirements of the SMSEnsure the safety during all training, supervision and day to day management of the OCC  staff

q) Be an example to staff by behaving in ways that encourage safe behaviour and demonstrate clear support for the SMS programme.
r) Coordinate ad-hoc and charter over-flights , obtaining landing authorisations , airport slots and other ancillary services as required, (ground handling service, catering, etc.)
s) Act as the focus and coordinator in the event of an Emergency Response or other incident/ accident
t) Facilitate the recruitment training, evaluation, and dismissal of OCC dispatchers and all OCC personnel
u) Provide flight planning and support to third party operators, as requir.
v) Ensure:

  1. i) Dispatchers are aware of, and notify flight crews of relevant weather conditions for the flight.
  2. ii) Awareness and notification of any airspace restrictions.

iii) Issuance of relevant NOTAMs.

iv) Any relevant supplemental information is made available to the OCC team, identifying the impact on operations.
v) Develop alternative actions where necessary and communicate the same to impacted areas and departments.
vi) Determine a degree of fuel load to be carried.
vii) The fuel order is placed in a timely manner.
viii) Fuel conservation considerations and fuel cost reduction measures are made in the interest of efficiency.
w) Monitor and consider applicable issued ATC slots, assess their impact on network performance, re-route or re-negotiate if necessary with the objective to achieve best on-time and efficient flight performance.
x) Ensure effective communication between dispatchers and Flight Crew on the ground and in flight
y) Implement, maintain and manage the record keeping system for the documents returned after each flight in the Commander’s return documents;
i) Maintain and manage the ICA record system for the electronic storage of all pre-flight documents generated for each flight.
ii) Has the authority and responsibility for liaison with regulatory authorities, external vendors and original equipment manufacturing (OEMs) involving any equipment or systems used in the OCC.
iii) Manages the collection and dissemination of Aircraft Performance Group (APG) takeoff performance data.
iv) Ensure the OCC maintains an adequate supply of required forms and documents needed for aircraft operations performing a weekly inventory and order replacement as required.
v) Ensure that dispatchers operate within the limitations and provisions of the AOC, applicable OTARs, IOSA DSP standards and any applicable foreign air regulations.
vi) Ensure any quality audit non-conformities (internal and external) are closed within the time limit prescribed by the auditor, in conjunction with the DSQA.
vii) Coordinate and cooperate with the DSQA with respect to Safety and Quality matters.
z) Be able to lift up to 10 lbs if required.
