Mission Enabling Products has an opening for a Manager, Production Planning and Scheduling 3 to join our team of qualified, diverse individuals with the Intelligence Systems division in Oxnard, CA or Goleta, CA.

Manager, Production Planning and Scheduling (Level 3)

Accountable for all aspects of Production Planning or Inventory Control for the Northrop Grumman Space Systems Division San Diego facility. The candidate’s background, experience and skillset will determine the team for which they’re responsible. Active involvement in both the leadership and daily operations of the assigned area/team is required to achieve site goals and objectives. Responsible for establishing and adhering to departmental policies and procedures.

  • Communicate, manage and achieve site strategic and tactical goals for the Production Planning and/or Inventory Control teams

  • Provide cross‑functional leadership by facilitating collaboration between departments to find real‑time solutions to internal constraints and/or external customer issues

  • Promote a culture of continuous improvement, teamwork and disciplined root‑cause problem‑solving

  • Intense focus and ownership of employee development, including recognition and discipline

  • Demonstrated expertise in enforcing board‑level accountability and standard work that drives measurable outcomes

  • Proven ability to close system gaps and reduce audit findings through disciplined process ownership

Execution

  • Accountable for meeting or exceeding the safety, quality, delivery, employee and cost expectations of internal and external customers

  • Lead one of the following two teams:

    • Production Planning: Lead team in their preparation, release, execution and close‑out of all Manufacturing Work Instructions and Manufacturing Orders. This includes managing and resolving constraints and ensuring timely and effective hand‑offs through all functional and process center areas. Manage the planning of raw materials, semi‑finished and finished goods within the plant, focusing on optimizing inventory levels. Support the site’s production scheduling process to balance and optimize shop floor execution in support of program schedules and customer deliveries

    • Inventory Control: Lead team in their duties to perform all shipping and receiving tasks per internal and external customer needs, manage on‑hand inventory including customer/government property and support kitting of raw materials and finished goods. Manage inventory levels of materials, parts, and finished product to maintain appropriate supply on orders, production schedules, and forecasts.

  • Own, execute and continuously improve Daily Management processes (Daily Start‑Ups, DMR, Gemba) within Production Planning / Inventory Control. Review daily/weekly/monthly trend metrics, analyze performance/productivity issues and implement countermeasures and corrective actions.

  • Manage multiple conflicting priorities across product value streams and process centers by collaborating with Master Scheduling and other downstream internal customers to ensure priority alignment. Follow escalation protocol to communicate/escalate key issues related to safety, quality, delivery, employee and cost upward to site leadership and downward into the organization

  • Collect, analyze and report metrics / key performance indicators (first‑pass yield, queue times, etc.) and then take appropriate action to mitigate risks and improve team performance

  • Ensure financial operating integrity by supporting financial planning, budgeting and forecasting (direct labor yield, overhead rates, etc.)

  • Proven track record of implementing rigorous shipping standards—eliminating broker use, maintaining an accurate ASL, and ensuring timely invoice coding and tracking

  • History of closing consumables & material management gaps—achieving real‑time inventory visibility, eliminating expired inventory, and enforcing min/max controls

  • Experience creating robust “Ready Work” processes that are independent of Tableau visualizations yet deeply integrated with daily shop‑floor execution

Talent Management

  • Proactively strengthen the Production Planning / Inventory Control team through the performance management process, including individual and group goal setting, coaching and personnel development

  • Establish and maintain department training requirements and deploy resources accordingly.

  • Proactively mentor key talent to assume increased responsibilities and ensure succession plans are in place or in development

  • Developed and maintained accountability frameworks for supervisors and team members, leading to measurable improvements in performance and reduced audit findings

Compliance

  • Advocate a safe, secure and ethical working environment that maintains compliance with federal, state and local government regulations in addition to corporate policies

  • Utilize and improve Northrop Grumman’s Quality Management System to achieve compliance and maintain certifications for AS9100 and NADCAP

  • Demonstrated ability to close AS9100 audit findings and maintain EAC growth within target ranges through disciplined process control

Basic Qualifications

  • Bachelor’s degree in Supply Chain Management, Business Administration, Accounting, and/or Engineering and 8+ years of Supply Chain or related experience with responsibilities in the field(s) of production planning, property administration, scheduling, inventory control, shipping/receiving logistics and procurement within an aerospace manufacturing environment.

  • Demonstration of leadership characteristics required. 5+ years in a leadership position with strong communication, interpersonal, organizational and decision‑making skills

  • Computer expertise in MS Office tools and MRP/ERP systems (Costpoint preferred), MES (Solumina preferred) and scheduling software (Project/Dynafact).

  • Knowledge of aerospace components, solar arrays, reflectors, booms assembly and testing a plus.

  • Ability to split time between Oxnard, CA and Goleta, CA locations

  • Experience implementing rigorous audit and corrective action systems, and reducing audit findings through disciplined process ownership

Preferred Qualifications

  • Knowledge of aerospace components, solar arrays, reflectors, booms assembly and testing a plus.

  • Certifications: CSCP, CPIM, CPSM, CPPM

Primary Level Salary Range: $145,000.00 - $217,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
