The Program Aviation Manager is responsible for all operational procedures and operational performance of Med-Trans air bases within an assigned program. The Program Aviation Manager functions as a professional representative of Med-Trans and shall support and uphold the mission, goals and objectives of Med-Trans at all times. All duties and responsibilities will not conflict with the company Operations Manual or FAA Regulations and are intended only to support them. The position requires proficiency in training, air base operations and performance management of staff. The Program Aviation Manager will report directly to the Regional Aviation Manager.


  • Management and oversight of compliance and safety-related requirements for the Bases/Program
  • Utilize personal leadership skills to assist Base Mangers’ professional development
  • Act as a liaison between the Base Managers/Programs’ Pilots, Chief Pilot, Director of Operations (DO) and other Program and Senior Leaders to ensure effective communication
  • Conduct regular meetings with the Program Managers to establish effective communication, address issues, plus set goals and objectives for the Bases/Program
  • Communicate regularly with the counterpart Regional Maintenance Manager to build an effective Program management team and to ensure that there is an understanding of aircraft maintenance events.
  • Conduct regular meetings (minimum bi-weekly) with the BAMs to establish effective communication, address issues, plus set goals and objectives for the Base/Program
  • Develop and promote Aviation and safety-related topics of discussion at the regularly scheduled staff meetings.
  • Supervise the BAMs
  • Assign additional duty responsibilities to BAMs as necessary to accomplish Base requirements
  • Carryout supervisory responsibilities in accordance with the RAM/Chief Pilot’s guidance
  • Manage in coordination with the RAM/Chief Pilot and HR Director all Base human resources requirements and issues
  • Participate in Pilot counseling with the RAM when appropriate and assist as directed for performance evaluations
  • Ensure that Monthly Safety Meetings and Quarterly Safety Committee Meetings are conducted by the SSO
  • Oversee inventory, track and maintain all MTC aviation equipment assigned to the Base/Program and ensure equipment receives repair, maintenance or replacement as necessary
  • Audit the base aviation libraries, read and initial files, local hazards maps, NOTAMS, and legally required posters
  • Audit files on fueling operations, status board and bulletin board
  • Review monthly Pilot schedules
  • Review and submit payroll to the RAM
  • Oversee, participate and provide constructive follow-up throughout the training and orientation of new Pilots
  • Ensure compliance with MTC recurrent training and monthly education requirements for all Pilots, Medical Crew and Communication Specialists assigned to the Bases/Program and review associated training records
  • Report all accidents, injuries, hazards and safety-related occurrences and/or exposures as outlined in the PAIP, Safety Manual and Exposure Control Plan to the appropriate manager which may include: Director of Safety, RAM, Chief Pilot, DO, Director of Maintenance (DOM), and/or Director of Clinical Services (as necessary)
  • Assist in the promotion and marketing of the Bases/Program in coordination with the Program Manager, Director of Marketing, VP of Business Development and/or VP of Program Operations to meet the initiatives of the Bases/Program
  • Management oversight and accountability for the proper utilization of labor and material resources in accordance with the Bases/Program budget
  • Proactively communicate with the Program Manager, DOM and/or Regional Maintenance Managers (RMM) regarding active and timely resolution of any potential or actual aircraft Out Of Service (OOS) events
  • Review expense reports when applicable
  • Audit the process to assure that the required documentation and certificates are located in the Aircraft to meet FARs and State EMS regulations
  • Ensure compliance with daily Operational Control Form (OCF) requirements
  • Ensure compliance with requirements for daily preflight inspections at the beginning of shifts, following the shift change debrief and weather checks
  • Audit the process of shift briefings and flight debriefings with Medical Crews and Communication Specialists by the pilots
  • Assist with the Anti-Drug Program in his/her region and be well-versed on the Drug Policy and Procedures
  • Support the Senior Leadership as requested in pursuit of corporate or Base/Program goals and initiatives or special projects after coordination with the Flight Operations Leadership
  • Perform other duties as outlined in the IAW, the MTC General Operations Manual or as assigned by the Flight Operations Leadership
  • Acquire extensive knowledge of the General Operations Manual (GOM), policies, procedures and protocols related to the Med-Trans flight program.
  • Responsible for total operations of Med-Trans bases in assigned program ensuring the safe and efficient management of all bases.
  • Liaison with Med-Trans communication centers for their program
  • Fill in when appropriate for pilot vacancies (if qualified and current in program aircraft)
  • Conduct ongoing audits of pilot records, GOM and training manuals and quality assurance for fuel
  • Performance management of Base Aviation Managers, line pilots and base operations to include payroll and overtime management
  • Oversee safety for each base, enforce and upgrade procedures as recommended by base Safety Officers and Safety Director
  • Participate in the hiring of new pilots to fill vacancies within assigned program, conduct interviews, participate in hiring decisions and communicate with Recruiting and Human Resources department
  • Coordinate personnel staffing for program to ensure maximum uptime
  • Coordinate aircraft deployment in program to ensure maximum uptime
  • Maintain an open line of communication with Program Manager within assigned area. Provide support and guidance as needed
  • Special Projects as assigned
  • Participate in special project development as designated by Director of Operations
  • Participate in review of operational standards for process improvement

Meet all pilot qualifications as required by MTC (not reqired to be current or possess a current medical)
