Primary Function


Serves as the overall FBI Lab Services Support IDIQ Program Manager and the primary point of contact for all contract matters involving separate Task Orders; responsible to provide direct supervision, program control, scheduling, and management of Contractor personnel. This position is primarily located in Quantico, VA and supports additional program sites in Huntsville, AL.


Essential Duties
The Program Manager has the overall FBI Lab Services Support IDIQ program management responsibility and works with Lab Division unit management and supervisors.  The PM manages and serves as the point of contact for all functions of the contract.  As the overall PM, they will be held accountable for the budget, profit and loss of the program across all sites and be responsible for ensuring the safety, compliance, and effectiveness of all operations.

•    Serves as the single contract manager and representative, interfacing with Government officials and customer representatives.
•    Ensures master program baselines (cost, schedule, and performance) are developed and followed, mitigating risks, and directing teams for successful project completion.
•    Conducts program review meetings, preparing materials and publishing results.
•    Reports progress to management and provides monthly contract status reports.
•    Establishes metrics and monitors progress to assure contract compliance, customer satisfaction, and attainment of objectives.
•    Provides progress reporting of duties and projects as appropriate.
•    Reports key metrics to management as required.
•    Provides timekeeping, invoicing for labor hours, travel administration, and accounting of direct costs.
•    Provides cost and staffing estimates for potential future task orders.
•    Identifies and mitigates program risks to ensure program schedules, performance, and deliverables are met.
•    Performs incidental quality assurance of all deliverables.
•    Provides information related to the performance and status of current tasks.
•    Mentors and coaches assigned personnel to enhance performance and encourage professional development.
•    Resolves problems, issues, or conflicts within the team.
•    Actively identifies additional/expanded tasking with existing customers and defines technical requirements for negotiations of changes to contract scope.
•    Coordinates work schedule shifts for Contractor staff assigned to the respective Lab Division units.
•    Researches, develops, and authors whitepapers and information papers as required.
•    Supports activities, functions, or duties as defined in future task orders.


Supervisory Responsibilities
The Program Manager has direct reports across a number of the Lab Division units.


Desired Knowledge, Skills & Abilities 
•    Individual shall have experience leading a diversified team in a forensic laboratory. 
•    Individual shall possess strong interpersonal and team building skills, with a proven ability to attract, hire and motivate a strong management team. 
•    Excellent written and verbal communications skills required. 
•    Intermediate to Expert computer skills specifically using Microsoft Office Suite. Ability to learn additional computer skills or software programs. Working knowledge of advanced software applications is preferred.
•    Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
•    Ability to write routine reports and correspondence.
•    Excellent interpersonal skills to work effectively and cooperatively with all levels of management and staff.   
•    Excellent analytical skills with the ability to evaluate data and consider decision impact across multiple areas. 
•    High degree of self-motivation and the ability to work independently.  Ability to multi-task.
•    Should be able to demonstrate relationship building skills and be comfortable interacting with professionals at all organizational levels.
•    Demonstrated negotiation skills for interaction with both customers and internal stakeholders.
•    Must be able to interface with the customer, subcontractors, and internal stakeholders such as contracts/subcontracts, finance, purchasing, and human resources.

Job Requirements:
Qualifications

•    Active Top Secret clearance with the ability to obtain SCI if required.
•    Possess a bachelor’s degree or equivalent and 10 years of experience in a management position within a forensic laboratory, or any equivalent combination of relevant education and experience
•    Experience managing a geographically deployed workforce is required.
•    Demonstrated experience communicating on a regular and routine basis with Government designated representatives as well as company employees to deliver effective required services on time and budget.
•    Must be a US Citizen.
•    Ability to successfully pass a pre-employment background check and drug test.
