The Program Manager serves as Division Manager and is responsible for overseeing the Policy and Administration, AIT Financial Planning, and Records Management Branches in the IT Regulatory Services Division of Strategy & Performance Directorate. The Division Manager is responsible for the following programs:
Guides initiatives focused on IT strategy, policy development, and business plan execution, ensuring governance processes are well defined and consistently applied. Oversees the full lifecycle of IT policies and standard operating procedures, manage the FAA AIT IT performance management system and executive dashboard, and coordinates internal audits and quality management activities, including independent verification and validation of IT products and deliverables.
Provides program management and compliance oversight for enterprise-level policy areas such as FAA Directives, FAA Forms, FAA Records Management, the Paperwork Reduction Act, Section 508, Orders, and National Archives and Records Administration (NARA) requirements, while managing and supporting the AIT Business Management System.
Oversees the management of budget formulation and execution while reallocating or requesting resources as needed to meet organizational requirements. Leads short- and long-term budget planning, ensuring resource needs are projected, justified, and aligned with strategic objectives. Through the Capital Planning and Investment Control (CPIC) process, the Division Manager supports the CIO in overseeing the FAA IT investment portfolio, assessing the effectiveness of investment processes, refining policies and procedures, and evaluating investments for business value.
Establishes structured methods to categorize and prioritize IT investments, oversee spending plan development and monitoring, track IT expenditure across projects, and provide performance dashboards and data to support Business Plan and budget analysis. Also manage reporting for FAA capital investments, including Exhibit 300 and Exhibit 53 submissions, and ensure compliance with CPIC reporting requirements such as the Agency IT Portfolio Summary, Agency Cloud Spending Summary, and Major IT Business Case documentation.
Oversees and manages enterprise-wide records management policies and practices for the FAA. In this capacity, the Division Manager oversees the work of subordinate managers and staff supporting multiple programs, ensuring that records management policies are maintained, updated, and consistently applied. Coordinates compliance with FAA Records Management requirements and provide oversight of IT-related policies and programs associated with NARA standards.
Through your leadership, you will ensure that records, policies, and documentation across FAA IT Shared Services meet all legal, regulatory, and organizational compliance expectations.
Provides FAA/AFN policy guidance for AIT managers and employees. Prepares staffing reports and other documentation as required. Sets priorities; assigns tasks; monitors and evaluates performance; coaches, mentors, and develops employee capabilities; approves leave; and takes or recommends corrective/disciplinary action, as appropriate.
Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher-level management to discuss the statuses and results of projects/programs and plan for the future. May represent the major subdivision, LOB/SO, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.
Work is typically governed by established policies, procedures and mission objectives which leave considerable room for discretion.
