If you are looking to advance your career in a new planning and scheduling leadership role, this is the opportunity for you! The Program Planning and Scheduling Manager II oversees multiple scheduling teams and is responsible for the strategic development and execution of integrated master plans and schedules. This role ensures effective coordination across projects, manages high-level risks, and drives process improvements. The Program Planning and Scheduling Manager II also provides mentorship and guidance to scheduling staff, fostering a culture of excellence and continuous learning.

Responsibilities

  • Develop and maintain complex fully integrated master schedules using SOW and WBS, IMP and any other requirements documents.
  • Using EVMS guidelines for implementation and maintenance of program plans as well mentor CAMs/PMs into using schedule best practices.
  • Experience in generating monthly Contractual deliveries Data Reports to include the IPMDAR.
  • Perform regular status and ETC updates on fully resource loaded schedules, as well as analysis of program schedules to evaluate program and enterprise-wide resource needs through the integration of all program schedules including metrics on schedule status, schedule architecture, critical path analysis, schedule variance analysis, network logic validation and program baseline maintenance.
  • Perform Monte Carlo Schedule Risk Assessment (SRA) and resulting analysis and documentation and manage Risks and Opportunities in the IMS.
  • Manage risk and opportunities in the schedule.
  • Implement baseline change using company guidance and mentor CAMs/PMs through valid change management.
  • Expertise in DCMA 14-Point.
  • Knowledge of IPMDAR including generating monthly SPD and required deliverables to the customer.
  • Knowledge of Mil Standard 881.
  • End-to-end ownership of maintenance and coordination of schedule integration between supplemental schedules, the IMS, and the Program Summary Master Schedule.
  • Must be able to identify and recommend insightful mitigation plans, to ensure the IMS is used as a predictive model and remains a valued management tool for the program.
  • Manage and mentor team of junior schedulers.

Qualifications You Must Have:

  • Bachelor’s degree targeting Project Management, Engineering, Business Administration, or a related field 
  • 9+ years of experience in program planning and scheduling, with at least 2+ years in a leadership role.
  • Relevant experience can be considered as a substitute for the required educational qualifications. In the absence of a degree, a minimum of 13 years of related experience is required.
  • Higher level relevant degree may substitute for experience. 
  • Proven leadership abilities inclusive of successful change management, mentoring, career development, training, succession planning, holding people accountable, and conducting yearly reviews.
  • Advanced skills in Microsoft Project Professional or other similar scheduling tool like Open Plan and familiarity with Earned Value Management (EVM) Tools.
  • Experience in the development and maintenance of resource loaded integrated master schedules to include detailed schedule analysis, health assessments, schedule risk assessments, and critical/driving path analysis.
  • Experience with resource loading schedules, including timephasing and Baseline/ETC updates for dollars and hours
  • Recent experience with full-up EVMS programs
  • Management of personnel to include direct performance evaluation
  • The ability to obtain and maintain a Secret U.S. Security Clearance is required

  • In-depth knowledge of Earned Value Management (EVM) principles and systems.
  • Expert understanding of DCMA 14-point & IPMDAR DIMGMT-81861.
  • Comprehensive understanding of Mil Standard 881.
  • Extensive experience with Earned Value Management Systems (EVMS).
  • Advanced application of Critical Path Analysis and Schedule Risk Analysis.
  • Proficient in Schedule Performance and Health Metric Analysis.
  • Strong knowledge of engineering design and life cycle concepts.
  • Proven ability to assemble and build Integrated Master Schedules (IMS).
  • Expertise in Event versus Product based schedules.
  • Proficient in Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) development.
  • Thorough understanding of Work Breakdown Structure (WBS) development.
  • Extensive experience in the development and maintenance of resource-loaded integrated master schedules, including detailed schedule analysis, rolling wave planning, health assessments, schedule risk assessments, and critical/driving path analysis.
  • Skilled in the facilitation of resource leveling, validation of remaining work, identification and resolution of critical path conflicts, and analysis of impacts to schedule of any proposed changes.
  • Experience in coaching, mentoring, and teaching team members.
  • Ability to work across multiple software systems and comprehend system relationships.
  • Ability to develop and conduct relevant stakeholder learning sessions.
  • Strong foundational understanding of Program Management processes.
  • Knowledge of DoD, government contracting, and/or public auditing policies, standards, and procedures.
  • Ability to support the development and delivery of key employee training, including new employee onboarding, continuous education curriculum, and certification testing.
  • Lead the strategic coordination and generation of Schedule Risk Assessments (SRA) for high-priority projects.
  • Oversee the integration and detailed analysis of schedule data, ensuring high-quality outputs.
  • Deliver detailed reports and strategic presentations to senior leadership and customers.
