The Senior Aviation Program Manager/Site Manager is responsible for building and leading teams to deliver results that span across all aspects of projects. The selected candidate shall serve as the company's chosen representative that will have the autonomy to run this Program on a daily basis. He/She shall be empowered to develop a team atmosphere focused on mission accomplishment meeting customer's performance, cost, and schedule expectation. This position is responsible for ensuring that each Task Order/Delivery Order project under an IDIQ produces the required deliverables within the specified constraints of time and cost and to achieve the potential benefits defined in the business case. The Senior Aviation PM, Site Manager will have the overall responsibility to ensure each project supporting the C5ISR Flight activity has the requisite resources that are qualified and certified to satisfy customer requirements. The Senior Aviation PM/ Site Manager is responsible for the P&L at the site and will work with on-site and corporate financial personnel to ensure the entire program meets P&L objectives. The Senior Aviation PM/Site Manager adheres to quality and production control guidelines throughout the life cycle of the program. This includes management of issues, risks, and change requests to ensure successful and on-time CDRL delivery. Contributes to corporate and program process improvement initiatives as it relates to improvement of the Quality Management System.

Duties

  • Responsible for overall program performance within quality, budgetary, and schedule constraints.
  • Coordinates the efforts of the functional departments, as required, to ensure that the programs are conducted in accordance with the requirements of the contract and statement of work.
  • Interfaces with customers on schedules, meetings, and problems.
  • Keeps the customer informed on the program status.
  • Develops and controls budgets, resources, and deadlines.
  • Directs strategy and objectives to resolve program level scope issues.
  • Communicates goals, scope, approach, and schedules to assigned personnel.
  • Constantly assesses program performance and formulates, organizes, and monitors progress reports.
  • Tracks, prepares, and distributes all CDRLs and program reports.
  • Establishes budgets and forecasts manpower requirements.
  • Must be knowledgeable of the Federal Acquisition Regulations (FAR) and DFAR, Department of Defense (DoD) regulations, requirements, policies/procedures, cost/scheduling estimating.
  • Must possess superior communication skills with experience in interfacing directly with the government Contracting Officers, Contracting Officer's Representatives, and customer-designated representatives.
  • Leads and evaluates subordinate managers and other staff.
  • Provides supervision/management/mentorship.
  • Innovation, flexibility, and initiative are important attributes, as well as the ability to work under unusual or extreme pressures.
  • Must have excellent risk, change, and resource management skills.
  • Overall responsibility for compliance to all company, federal, state, and local processes, procedures, and regulations.

Job Requirements:
  • Master's degree in related area of academic study, from an accredited college or university is desired, Bachelor's Degree Required.
  • 20 years Military experience required with specialization in in aviation maintenance and logistics. Qualification as a maintenance manager/maintenance test pilot is desired.
  • 10 years experience in leadership positions and managing P&Ls greater than $25M of increasing importance required.
  • Experience leading teams of 50 + personnel
  • Must be knowledgeable of the Federal Acquisition Regulations (FAR) and DFAR, Department of Defense (DoD) regulations, requirements, policies/procedures, cost/scheduling estimating.
  • Must possess superior communication skills with experience in interfacing directly with the government Contracting Officers, Contracting Officer's
  • Representatives, and customer-designated representatives.
  • Experience in the marketing and capture of new business is desired.
  • Experience in developing BOE's and Pricing to aid in the capture of new business is desired.
  • Experience in developing, authoring, and implementation of processes in a project environment involving multiple functional areas.
  • 5 years' experience in government contracting; interpretation of contracts, statements of work/performance work statements, and contract modifications.
  • Active Secret or higher security clearance desired. At a minimum, the candidate must have the ability to obtain and maintain a secret or higher security clearance.
